BJP "vision" document turns "blind" towards Jammu | No mention of Art 370, delimitation, cross border terror, compensation to Amarnath land agitation victims | | Masood Malik Early Times Report Jammu, Nov 27: Bhartiya Janta Party's 'vision document 'released today has given the whole Jammu province a 'legal certificate' of its manipulative and deceptive game plan for Jammu and points enough to ponder as to where the aspirations of the people of region stand, the sentiments that made the party ride to victory with 11 MLAs in 2008. However, the latest 2014 document released today has nothing for them. Though it has 152 asterix marked lines inclusive of various developmental and infrastructural issues to be taken, it has nothing on the 'pressing needs' of the Jammu region which are wide ranging from abrogation of Art 370, delimitation of assembly seats, panchayat empowerment, cross-border terrorism, unprecedented shelling from Pakistan, causes of Gujjar, Bakerwals, etc. Though it has guarded sops for refugees and border residents, most of which are already in pipeline by erstwhile government, it contains settlement of 'genuine' claims only of 1947 PoJK refugees. The most glaring "omission" in the document is forgetfulness for any compensation to the Amarnath Land imbroglio victims who died in 2008 agitation. While 2014 polls is being cherished as 'Modi wave' by state BJP candidates who are fully banking upon it, 2008 victory was solely attributed to martyrdom of young boys who were killed followed by which the entire Jammu had risen to resounding chant of 'Bam Bam Bhole' The four-leaf glazed booklet has not a single word that appreciates or claims for Jammu's concerns and issues. It however has an emphatic suppliant and an appeasement loaded 'hidden appeal' to Kashmir to vote Modi to power in valley also. The document also sufficiently proves Hina Bhat's authoritative statement against Art 370 being taken with full care. It endorses Hina's threat call of people taking to guns if the Art is revoked. Hence, Art 370 does not find any mention in the BJP's 'blind vision'. "Our vision is to make the state of Jammu and Kashmir a peaceful, progressive and developed state of the Union of India through holistic and inclusive development of all the three regions including Jammu, Kashmir and Ladakh," party MP and state in-charge Avinash Rai Khanna told reporters here today while releasing party's 'vision document'. Khanna however made a smart departure from hard queries on Art 370 not mentioned in the document saying that already party has made its stand clear on it many times . He however did not elaborate State president and MP Jugal Kishore Sharma trying to stop the repeated cylinders fired from media on BJP's stand on the Article said ," this is vision document, party's manifesto would be released within couple of days which would have all other issues. His call was not taken seriously when he failed to distinguish between 'vision document' and a manifesto. Given all these major issues missing in the document, the party even did not dare to reiterate its stand of changing the nomenclature of the state to State of Jammu, Kashmir and Ladakh (SJKL) The document is a 6th standard précis essay on Tourism, Infrastructure, Development and Empowerment (TIME). There is no political issue that is touched in the vision document. So much so, it does not say a word on the centre-state relations. It only talks about tourism, infrastructure development, information technology, social infrastructure, environment, water conservation, disaster management, restoration of ecological balance, modernization and so on. The vision document also talks about the empowerment of SCs, STs and West Pakistan refugees but does not say anything about the OBCs. The document says that the BJP will "ensure that the SCs are benefited from all the schemes launched by the Central Govt", "ensure that the ST communities, including Gujjars, Bakerwals, Sippis and Gaddis are brought at par with their counterparts in the rest of the country" and "grant citizenship rights, including right to vote in assembly and local-bodies' elections, right to immovable property, right to higher and technical education, right to state government jobs to the refugees from West Pakistan" but does not say how it will empower these sections. These promises are only aimed at fooling the SCs, the STs and West Pakistan refugees because these social groups cannot be granted the rights the vision document refers to because of Article 370. These rights could be granted to these communities only after Article 370 is abolished. Similarly, the so-called vision document of the BJP makes a false promise that it will "give property rights to children of daughters of the state married outside the state with non-state subjects". No government in the state can give these rights unless Article 370 is removed. It appears from the vision document that the BJP is making promises which it cannot fulfill because J&K State is governed under the state constitution which doesn't provide for such things. The BJP has not done justice with these sections of society and pampered Kashmiri leaders and their supporters who all along opposed the issues the BJP has raised in its vision document. It is interesting to note that the vision document starts with Dal Lake and ends with displaced Kashmiri Hindus. The vision document is not going to benefit BJP; It will hurt it as it negates its ideology and pampers the anti-Jammu forces in Kashmir. |
