Rs 44000 crore package aimed at wooing voters, politically motivated
MHA punctures State Government’s compensation claim for flood victims

SRINAGAR, Nov 27: Union Minister of State for Home Kirren Rijiju has punctured state Government's claim that flood affected people in Jammu and Kashmir would be provided compensation in lakhs.
Pertinently, Rijiju on Wednesday had informed the Rajya Sabha that "the State Government is initially required to undertake relief operations in the wake of natural calamity from the State Disaster Response Fund (SDRF). In case of a calamity of severe nature, additional assistance is extended from the National Disaster Response Fund (NDRF) after following the laid down procedure. Financial assistance is towards relief and not for compensation of loss as suffered."
The National Conference-Congress coalition in October this year had submitted an "overambitious rehabilitation" package worth Rs 44000 Crore to Centre for the rehabilitation of the flood victims. The state Government had claimed that victims whose houses were destroyed during September 7 deluge would be given at least Rs 9 lakhs to rebuild their shattered homes if the Centre clears the rehabilitation package forwarded by it.
Sources told Early Times that NC-Cong coalition had forwarded the over ambitious package to centre to woo the voters and to put the ball in centre's court. "People who had prepared the proposal were under tremendous political pressure," sources said, adding, "they were told by the politicians not to worry about the norms."
The proposal which was sent by the state Government, according to the sources, was half baked as the Union Home Ministry which deals with the disaster management has raised several queries which till date have not been answered by the state Government.
A top official said the Rs 44000 Crore proposal sent by the state Government violates the norms and the compensation which has been sought by the state Government is on the higher side. "There is a well established norm that centre can only provide the relief and it cannot compensate the losses. The losses are compensated by the insurance companies and not the Government," he said.
The official said that MHA has made it clear and flood affected people whose houses were destroyed have already been provided Rs 75000 as relief and they may get another installment soon but it won't be in lakhs.
Sources said that the Rs 44000 Crore proposal sent by the state Government has almost been rejected by the centre as people at the helm are of the opinion that the package is "politically motivated."
The MHA officials are understood to have decided to wait till the new dispensation takes over in Jammu and Kashmir and then announce its future course of action. The Rs 570 Crore announced by the Prime Minister Narendra Modi for rebuilding the damaged houses would be equally distributed among the victims and money would be deposited in their accounts directly.
Meanwhile, the flood victims whose houses were devastated during the September 7 floods have lost hope. People who can afford to rebuild their houses have started the reconstruction work while those who cannot are selling off their properties in the city and are looking for a place in the areas where they can afford to construct new homes for themselves. Flood victims are paying a heavy price for the politics which NC-Cong coalition played over relief and compensation.
