As coalition rule nears end, 4 vital Commissions remain defunct | | | Shiv Dev Thakur Early Times Report JAMMU, Nov 27: Even as the coalition Government is about to complete its six-year term, nothing concrete has been done to rejuvenate four of the defunct commissions including, State Human Rights Commission, Accountability Commission, JK Public Service Commission and Backward Area Commission. Around lakhs of rupees are annually spent on the salaries of the employees of the same Commissions where some of these employees supposedly not reporting to their duties owing to the functioning of the commissions which are completely defunct for the quite some time in absence of the chairman and members. But the state Government is still waiting for to review these commissions, encouraging the corruption and crimes to indulge in the state. 1.JKPSC: Jammu and Kashmir Public Service Commission is defunct after the retirement of the last man in office as chairperson KB Jandial on November 16, this year. Not only finding a suitable person to hold office as chairperson , State Government has found it extremely difficult to appoint members to this commission during the last 5 years. 2. SAC: With this, State Accountability Commission is also lying defunct owing to the apathy of the Government which in turn has invited widespread criticism from different corners. The same has gone defunct since August 20 this year due to the failure of the Government to initiate timely exercise for the appointment of its new Chairperson and Members. 3. JK Backward Commission: Same is the situation with Jammu and Kashmir Backward Commission which has gone backward like its name after being defunct. 4. JKSHRC: Jammu and Kashmir State Human Rights Commission is also telling a same story as the same is defunct from sometime after the retirement of Rafiq Fida Hussain in July this year. Owing to the defunct of this Commission, voices of the victims of Human Rights Violation remained unheared. "Over 200 cases, including 100 in Jammu and the rest in Kashmir are registered before the Jammu as well as Kashmir bench of State Human Rights Commission", said the Sources. The Government of Jammu and Kashmir is wasting money by making expenditure on these defunct commissions. Curiously, after taking over as the Chief Minister, Omar Abdullah had pledged to adequately strengthen the rights body. "I would ensure strengthening of the Commission to the extent that its Chairman need not leave the way Justice (Retd.) Ali Mohammad Mir had left," Omar had said. In July 2006, the then Chairman of the SHRC, Justice AM Mir, resigned in protest against "growing human rights violations in the state and non-implementation of the Commission's recommendations." Mohammad Ashraf Mir, Law Secy Jammu and Kashmir, when contacted by Early Times said, "we had fixed two meetings with both Accountability Commission as well as JKSHRC in this regard, but the same was postponed owing to the family problems of Chief Justice of J&K High Court who also holds position of member in Accountability Commission". He further added that another meeting was held in Kashmir which was again postponed due to flash floods in J&K. |
