Policy paralysis decaying J&K's precious Green Gold

SRINAGAR, Nov 28: Attribute it to the total policy paralysis, people of Jammu and Kashmir have not benefitted from the precious natural resources of forests and water. Timber worth crores of rupees is wasted every year and due to the lack of proper planning, crores of rupees also go down the drain.
Though the forests in the valley are spread over the hundreds of hectares of land but the people continue to be denied its benefits. The timber worth crores of rupees is wasted each year which otherwise should have been easily available to the commoners but it is not to be, thanks to the lack of proper planning on part of the government.
"The dearth of the timber in the depots is due to the fact that the government is insincere because it has let the timber worth crores of rupees to decay in the forests. Should the government display its senses, it would help the state in two ways. Firstly it will ensure the sustained supply of the timber and secondly, it will generate huge revenue which in turn will boost the economy of the state," said JavaidAhamad who works in the State Forest Corporation (SFC).
Javaid said that the timber worth crores is already decaying in the forests of the valley and the government is not taking any step to utilise this amount of timber for the benefits of the commoners and to boost the economy of the state.
Another official of the corporation wishing anonymity put the cost of the timber that is decaying in the forests, at one thousand crore rupees. This official said that the corporation is helpless as its wings have been clipped by the government and despite a wish to serve the people can do nothing on its own.
This officer went on saying that if a proper planning is put in place for the timely transportation and distribution of this timber, the state will generate a revenue of three billion rupees on the annual basis but the authorities have turned deaf to the extent that the cries of the department don't' reach their ears.
The employees of the corporation say that there are intelligent and dynamic officers in the corporation who have proved their worth in the other parts of the country and abroad also. But it is the ill luck of the people that their suggestions aren't heard not to talk of their implementation.
Similarly the government has failed to harness the water potential of the valley to generate the electricity which the experts believe could be up to 20,000 Megawatts. These experts believe that it would have ensured 24 hour electricity supply to the state in addition to generating the revenue up to the tune of two billion rupees per month. An official from the Power development department (PDD) wishing not to be named said that had there been a proper mechanism in place, the state would have sustained supply of water but the fact is that it is the state of Jammu and Kashmir bears the brunt of the power crisis.
