BJP makes mountain out of mole hill

JAMMU, Nov 28: After dumping abrogation of Article 370, Bharatiya Janta Party (BJP) is running short of ideas about how to woo the voters in Jammu region. Realizing that party is losing the momentum in the poll bound state and Modi wave is not enough to take the party across the line, BJP in its recent "Aarop Patra" alleged the Congress led coalition government in 2007 had floated the Roshini scheme to "benefit the land mafia."
Pertinently, the state assembly on February 10, 2007 had passed the Roshni Bill aimed at giving free of cost ownership right on 16.60 lakh kanal of the State land under the occupation of farmers in JK. By giving ownership right to farmers on state land for agricultural purposes had far-reaching positive impact on the over-all agriculture scenario. The scheme was aimed at generating Rs 25000 crore which in turn was to be spent in tapping available Hydro-electric potential in JK.
The then Chief Minister Ghulam Nabi Azad took keen interest in ensuring that bill is drafted and passed by the Assembly. The Bill was a revolution in the history of the State after the Land to the Tiller Act. Farmers were asked to pay a nominal fee of Rs 100 per kanal for getting mutation in their favour in the Revenue record.
The Jammu and Kashmir State Lands (Vesting of ownership to the occupants) Act 2001, or the Roshni Act, was enacted by the Dr Farooq Abdullah-led National Conference government and came into effect on March 1, 2002. However, it was amended by successive Mufti Sayeed and Ghulam Nabi Azad governments in 2004 and 2007 respectively.
The BJP State Spokesperson and State Election Media Incharge Arun Kumar Gupta while addressing press conference earlier this week alleged that the state could realize merely Rs 6 crores as the provisions of the Act were violated with impunity to benefit the land mafia. The situation today is that about 20 lakh kanals of state land is under illegal possession of land mafia in our state, Gupta had alleged.
Reacting to charges raised by BJP, the JKPCC general secretary and former Dy Chairman Legislative Council, Arvinder Singh Micky criticized the BJP for playing politics over Roshni Act.
Micky said that lakhs of farmers and poor people were provided ownership rights on a minimal Government fee. The State Government received 2.57 lakh applications from farmers to get ownership rights of State land occupied by them for agricultural purpose under the Roshni Act. The people were given ownership right of 5.95 lakh kanals land under the Act.
Micky said Roshni scheme proved a rational step for the development of the State. "It is highly unfortunate that BJP is accusing Congress over a pro-people legislation," he added.
An analyst while talking to Early Times said, "The state Assembly passing the Roshini bill was a historic step in JK's history. Even critics have acknowledged it. BJP is trying to play politics over the issue to woo the voters."
He said that BJP issuing contradictory statements over Article 370 has put the party in the tight spot. "BJP leaders want to divert the attention of people from the real issues by raking non-issues. BJP should focus on elections rather than issuing Aarop Patras. Making a mountain out of mole hill is not going to help its cause," the analyst added.
