Ex-Ministers Gulchain, Shabir among 14 face criminal cases

Jammu, Dec 13: Out of the 213 candidates from 20 constituencies who are contesting in the fifth phase of Jammu and Kashmir 2014 Assembly Elections, 14 have declared criminal cases against themselves in a self sworn affidavit and 9 among them are those who are facing serious criminal cases including attempt to murder, kidnapping and crime against women.
Two of them are Shabir Ahmed Khan-Health Minister in Omar led coalition government and Gulchain Singh Charak-former Minister of Higher Education, PWD.
3 out of 20 candidates from INC, 2 out of 20 from JKNC, 4 out of 19 candidates from JKNPP and 4 out of 70 independent candidates have declared criminal cases against themselves in their affidavits.
Yash Pal of JKNPP from Nowshera constituency is facing attempt to murder case. Former Health Minister Shabir Ahmed Khan of INC from Rajouri constituency has declared a case of assault or criminal force to woman with intent to outrage her modesty (IPC Section-354) and word, gesture or act intended to insult the modesty of a woman (IPC Section-509).
Kuldeep Singh, Independent candidate from Gandhinagar constituency, has declared a case of kidnapping or abducting in order to murder (IPC Section-364) against him and Anita Kumari of JKNPP also from Gandhinagar constituency declared a case of kidnapping (IPC Section-363) against him.
Other candidates who have criminal background included Sat Paul, constituency: Raipur Domana, Party :JKNC. He is booked for charge related to cheating and dishonestly inducing delivery of property, charge related to lurking house trespass or house-breaking by night in order to commit offence punishable with imprisonment and charge related to forgery for purpose of cheating.
Rachhpal Singh, Constituency: Kalakote, Party: JKNC, facing charges related to corruption, making or possessing counterfeit seal, etc., with intent to commit forgery punishable under section 467, charge related to forgery of valuable security, will, etc, charge related to using as genuine a forged document or electronic record and charge related to punishment of criminal conspiracy.
Robin Ramkrishan alias Robin Sharma, constituency: Kathua, Party: IND, is allegedly involved in charge related to cheating and dishonestly inducing delivery of property, charge related to criminal intimidation and charge related to punishment of criminal conspiracy.
Kuldeep Singh, constituency: Gandhinagar, Party: IND, facing charge related to kidnapping or abducting in order to murder, charge related to voluntarily causing grievous hurt and charge related to voluntarily causing hurt.
Jatinder Singh alias Babu Singh, constituency: Kathua, Party: INC, facing charge related to cheating and dishonestly inducing delivery of property.
Pawan Dev Singh, Constituency: Bani, Party: JKNPP, facing charge related to assault or criminal force to deter public servant from discharge of his duty, charge related to rioting, armed with deadly weapon, charge related to the act endangering life or personal safety of others, charge related to mischief causing damage to the amount of fifty rupees and charge related to wrongful restraint.
Vijay Kumar Bali, constituency: Nowshera, Party: Hindustan Janta Party, facing charges related to voluntarily causing hurt and charges related to intentional insult with intent to provoke breach of the peace.
Pushvinder Singh, constituency: Akhnoor, Party: JKNPP, facing charge related to voluntarily causing hurt, charge related to wrongful restraint and charge related to rioting.
Gulchain Singh, former Minister in Ghulam Nabi Azad government, Constituency: Bishnah, Party: INC, facing tune of The J&K Accountability Commission Act And other Relevant Provisions Of The Act in Complaint No J-73/2008. The commission has taken cognizance and issued notice to the deponent along with others in a complaint titled Rehmat Ullah Khora V/s Daleep Thusso and others which is pending for regular inquiry in the commission.
Dr Anil Kumar Dhar, Constituency: Party: IND, facing charge related to causing hurt by act endangering life or personal safety of others.
Pankaj Kumar Raina , Constituency: Nowshera, Party: IND, charge related to voluntarily causing hurt and charge related to wrongful restraint.
