NC leader enjoys smoking on open stage | Rules Are For Fools! | | K Koushal Early Times Report Jammu, Dec 18: Throwing the anti-smoking norms to wind i.e. prohibition of smoking at public places and even the security provision, the National Conference District President Bashir Ahmed Wani was seen smoking on the stage where none other than the Chief Minister Omar Abdullah was scheduled to address a public rally at Rajouri today. When NC supporters, activists and senior party leaders were waiting anxiously for Chief Minister at the rally venue, the NC District President Bashir Ahmed Wani lit up a cigarette and started smoking on the stage. 'None among the police or NC leaders objected to public smoking which is restricted under Cigarettes and Other Tobacco Products Act 2003 (COTPA),' sources said. They also maintained that the act of the District president -smoking in public place is not only a violation of law but also a breach to security of chief minister as lighters and matchboxes including cigarettes/other tobacco products are not permitted at the venues where some VVIPs under 'Z' security are scheduled to appear. Pertinent to mention the 'smoking episode' occurred when State Government has asked the state police to incorporate Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce Production, Supply and Distribution) Act (COTPA) violations in the monthly crime records. However as per Section 12 of the act, any police officer, not below the rank of the Sub Inspector, can take action against these violations, but the police personnel at the venue failed to act against the erring NC leader. Now, here is a 'million dollar question' whether the senior leader of ruling National Conference would be penalized under COPTA or not and people are waiting to see which way the wind blows. Pertinently, NC had organized the rally for the party candidate Mirza Abdul Rashid. Chief Minister Omar Abdullah and Forest Minister Mian Altaf were scheduled to address the rally in the last leg of campaigning for the fifth and final phase of assembly polls. |
