JURSEA takes on JU administration, seeks Gov's intervention

Jammu, Dec 19: A full-fledged war has broken out between Jammu University Research Scholars Executive Association (JURSEA) and administration which is adamant on not taking action against a faculty member accused of sexual harassment.
Taken aback by what they are describing as anti-student and anti-scholar attitude of the acting VC, JURSEA is seeking Governor N.N. Vohra's intervention. JURSEA has been on war-path since the last more than 17 days. On the other side, led by acting Vice-Chancellor Prof. R.D. Sharma, sources said that university administration has seemingly made up its mind not to take action against the accused faculty member Prof. Shiv Dev Singh Manhas.
This is despite the victim scholar having gone on record to level the allegations and threatening to approach court of law. Administration has claimed to have handed over the copy of complaint against the faculty member to CASH (Committee Against Sexual Harassment) for necessary action on December 2, 2014. The administration in a well-written handout had claimed of having asked the committee to decide the matter within shortest possible time.
18 days have passed since the matter was referred to CASH and the female scholar is yet to see any action being taken against the accused faculty member. Ask for the reason and you would be told that CASH is looking into the matter and the same would be decided once the committee listens to both the sides.
The victim female scholar is running from pillar to post to convince one and all that accused faculty member had allegedly passed obscene remarks but she is not being heard at all, allege the scholars who have been protesting since the last more than 15 days. They maintain that the acting VC who is being advised by some of the most inefficient and worst performing officers in the University has maintained a dumb silence over the issue and has been relying heavily on issuing handouts and press notes claiming of being a sacred goat.
He has been using choicest of adjectives to rebut statements being issued by the victim scholar and claiming that the scholar is unnecessarily raising hue and cry. In one such handout, Sharma has termed statements issued by JU's highest recognised student body of research scholars in favour of the victim as far from reality, concocted, fabricated, false, malicious contrary to records. Sharma wants all to believe his version of the scholar's story and let the female victim cry as much as she wants, said a senior University official seeking anonymity.
Despite inaction for the last more than 17 days, acting VC in an official handout which has been writing himself since the day of having been assigned the charge maintain that he has taken most appropriate action as is warranted in such cases. He has denied of having asked questions to the scholar and claimed that immediate action was taken by referring the complaint to the CASH for further necessary action while adding that matter has been given due cognizance by CASH and further action is being taken.
Without assigning any reasons why JURSEA wants to malign his image, Sharma has said that the allegations against him are uncalled for. But JURSEA has been demanding immediate suspension of both the acting vice-chancellor (VC) Prof. R.D. Sharma and the accused Prof. Shiv Dev Singh Manhas. President of JURSEA Sukhdev Singh has accused Sharma of lying blatantly and said that a lie-detector test should be conducted on victim scholar and acting VC who has denied of having met her.
Singh said that the aggrieved female scholar met acting VC in presence of Departmental Representative (DR) of the Dogri Department. He has further claimed that aggrieved victim scholar has been meeting her guide Shiv Dev Singh Manhas regularly since she is doing Ph.D. He has alleged that Manhas would often harass and humiliate her in front of scholars apart from passing obscene remarks. Singh further said that when the victim female scholar went to meet acting VC to lodge complaint of mental, physical and sexual harassment by her guide.
But the acting VC instead of taking action allegedly harassed and humiliated her. He further said that the acting VC who is yet to be confirmed allegedly asked the female scholar to explain the type and nature of physical and sexual harassment meted out to her by the faculty member. JURSEA President expressed surprise over the behaviour of acting VC and said that he seems to have learnt no lesson from the past. He appealed Chancellor N.N. Vohra to constitute a judicial inquiry committee to enquire into the alleged incident of sexual harassment and said that if the same is not done, JURSEA would force closure of the University.
