Miffed over exact number of homeless, Apex Court asks State Govts to constitute NULM executive committees by Dec 31

Jammu, Dec 19: Despite heavy presence of vendors in all the cities of 22 districts of J&K, Housing and Urban Development Department (HUDD) has decided to conduct survey of city vendors' population in three cities only in the current financial year, while the remaining will have to wait for years to come.
Though a plan to construct at least five shelters for urban homeless population, including three shelters in Kashmir valley and two in Jammu province, has also been finalized by HUDD, recently miffed over exact number of homeless population across country, the Supreme Court asked all state governments including J&K to constitute executive committees of National Urban Livelihood Mission (NULM) by December 31 to oversee the implementation.
Sources informed Early Times that according to the action plan approved by HUDD for financial year 2014-15 under NULM, only three cities for survey of vendors have been finalized. These cities include Anantnag, Srinagar and Jammu while the vendors working in remaining districts of state would have to wait further.
Apart from conducting survey, surprisingly, the HUDD has decided to prepare street vending plans for only two capital cities including Jammu and Srinagar while Anantnag is also not included in the action plan.
Sources informed that though HUDD has decided to construct one each shelter for urban homeless population including in Anantnag, Srinagar and Ganderbal districts in Kashmir province besides one each in district Jammu and Kathua in Jammu province but miffed over the Union government response on population of homeless poor across country, the Supreme Court has directed all state governments to constitute by Dec 31 the executive committee of the National Urban Livelihood Mission (NULM) in their respective spheres to oversee the implementation of the different programmes of the mission for alleviating the conditions of urban poor.
HUDD has also reportedly asked the Chief Executive Officers of various districts to complete the identification of applications under various components of NULM scheme including number of Self Help Groups, Number of Self Help Groups for revolving fund, number of city livelihood centers, number of members to be trained under Skill training and Placement within 15 days.
