Shakeel A Khan Early Times Report SRINAGAR, Dec 20: How much control does the government has over its employees can be gauged from the fact that the most of them visit their offices as and when they wish. The absence of employees from their duties has become problematic for the commoners but when it comes to drawing salaries, there can be no compromise. The government heeded to their every demand, from the implementation of the sixth pay commission to the enhancement in their retirement age. In fact, the coalition government bowed before the employees but when it comes to services, they neither take the authorities into account nor fear the God. "The government has failed to maintain the discipline in the offices and there is no idea of punctuality and regularity. These employees easily presented the excuse of flood to escape their responsibilities. An employee of the lowest rank receives thousands of rupees as salary but he does not render the services of a few hundred," said Showkat Ahmad. Most of the employees from the Valley have become habitual of remaining away from their duties and as the government was washed away by the floods, the employees mostly from the Education Department have enjoyed the year- long holidays, Showkat said. The two month long election related activities, still in progress also gave liberty to the employees and most of the offices continued to be haunted by the spirits. During this course of time, it took people months along to settle their issues pertaining to their day to day life. "Ever since the Model Code of Conduct (MCC) has come into the force, the people in power became restless to save their chair, leaving the commoners to suffer. Sensing that their end has come near and it won't be easy for them to retain the chair of power, they left everything midway," said Zahoor Ahmad. The employees, though not all, from the departments like Education, Power Development Department, Department of Revenue, Social Welfare Department, Consumer Affairs and Public Distribution Department, Forest Department and not to forget about the Health Department, have become a nuisance for the commoners. "In all departments, most number of employees have become habitual of remaining absent from their duties. Even if they come, waste their time in the markets or in the name of offering prayers without having any idea about their job. With the result the needy people have to make many rounds of the offices, consuming their precious time and valuable money," said an official of the Revenue department wishing not to be named. |
