Two weight bridge monitoring machines gathering dust | Administrative inertia cripples Legal Metrology Deptt | | GS Asgotra

Jammu, Dec 21: Administrative inertia is seemingly ruling roost in Legal Metrology department as the two weighting bridge monitoring machines sanctioned by Union Government are gathering dust at various places for the last five years. The misuse of public funds could be gauged from fact that the machinery worth nearly Rs. One Crore remained unutilized, owing to various departmental hiccups, impeding the working of department. Sources in the department informed Early Times that five year back, the then Union government headed by Prime Minister Manmohan Singh had provided two ten wheel trucks to the state's department to ensure accuracy of weight bridges across Jammu region. "But surprisingly, after the lapse of five years, the Legal Metrology Department in J&K has been failed to use the costly vehicle for measuring the accuracy of weight bridges", sources informed. . They further said that the cost of one machine laden truck was nearly Rs 50 lakhs and as per an estimate the total cost of two machines laden trucks would be nearly Rs one Crore. "These two machines laden trucks have been rotting at two separate locations of Kathua and Samba districts since last around five years", sources said, adding that one such machine was rotting in Lakhanpur of district Kathua. "The state Legal Metrology Department has reportedly written their name on the machine, while thieves had also stolen some body parts of the truck", sources said, adding that still the machines have been gathering dust somewhere in district Kathua. Sources further disclosed that at one hand department has been collecting Lakhs of rupees as fine, in a single month but same department had been claiming of shortage of funds to run the machinery. "In past the department officials were claiming that they had no money, operators and drivers to run the machinery, but it is known fact that department earn several Lakhs in a month as fine", he rued. They further said that the second vehicle of department has been parked at a petrol pump somewhere in district Samba and same has also become defunct since last many years. Castigating the helplessness of department, a senior official pleading anonymity said that if the department would have been using the machinery, same would have enhance the revenue but the officials were least bothered over the usage of gifts by Union Government. The official further claimed that the department has been giving a rationale that machinery could not be used in hilly terrain due to 10 wheels, but one could question them how trucks and travelers with more than 14 excels have been reaching to far flung areas across Jammu province. He further added that same rationale has been given by department for the last nearly three years but on ground level department was not serious to use the gifts send by Union government. When the correspondent contacted, Joint Controller of Legal Metrology department Jammu, Amar Singh said that the vehicles could not be used in Jammu province due to hilly terrain. "The department has decided to return the vehicles to Union again", he said. |
