Early Times Report

Kulgam, Jan 24: In violation of rules set by the government under Sarva Shiksha Abhiyaan (SSA), Education department officials in Kulgam are opening new schools to engage the blue-eyed aspirants.
'Illegal' opening of two such new primary schools at Rajpora DH-pora has come to fore according to officials of the department.
According to locals, the 'illegal' up-gradation and opening of new schools is done to create pseudo vacancies in the department to accommodate 'blue eyed' persons and paving way for corruption in advertising new posts.
According to officials of Zone DH-Pora higher ups of the department had directed them to complete the process of opening the two new schools in the areas. "We were directed to complete the process, although we know it being done against the SSA norms but what we can do?" a middle rung officer whishing not be named said.
He said that at distance of few yards a government school was already functioning. According to the SSA guidelines, a school has to be set in the area where there is no educational institution within the radius of one kilometer and has the population more than 500 people.
Sources said that before opening the schools, post were advertised and few among them have formally joined duties in Zone DH-pora of the department.
Locals said that the officials of the department were earning out of it. "They are opening schools to earn from it. Corruption has most affected the education department which is very unfortunate; if the department is sincere towards their cause they must provide the facilities to the already existing schools." Manzoor Ahmad, a student said.
Chief Education Officer Kulgam, Bashir Ahmad when contacted acknowledged that the department was opening two new schools in the area. "Yes we are opening two new schools there but if anybody has solid proof against the violation of SSA norms I will personally ensure to stop the openings." He said.
He said that he wasn't having any knowledge of about joining of new teachers under the scheme in the area.
