Need for Beti Bachao, Beti Padhao campaign in J&K to check widening sex ratio

Early Times Report

Jammu, Jan 24: One is mistaken if one believes that there was no need for Prime Minister,Narendra Modi's Sukanya Samriddhi Yojana(SSY) for Jammu and Kashmir. In the light of growing gap in the sex ratio in Jammu and Kashmir there was immediate need for the Government to implement the SSY failing which people in the state may have to visit other states for securing a bride for themselves.
Beti Bachao Beti Padhao campaign launched by Modi needs to be implemented in all the northern states where the sex ratio has been witnessing a growing gap.In Jammu and Kashmir the ratio is 859 to 889 for every 1000 boys. What is worrying is that the sex ration has declined from 941 girls for 1,000 boys in 2001 census to 859 in 2011 census report. The district of Jammu has 795 girld for 1,000 boys.
This way Jammu and Kashmir is no longer a paradise for the girl child. In fact parents in Jammu and Kashmir have started emulating the trend that is available in Punjab and Haryana.Haryana has the lowest sex ratio. It is 871 girls for 1,000 boys and in Punjab it is 895 girls for 1,000 boys. This is the reason that male adults have been in search of brides for them from other states.
Though compared to Punjab and Haryana UP and Bihar are treated as backward states. But both Bihar and UP have encouraging sex ratio figures. If it is 918 girls for 1,000 boys in Bihar,it is 912:1000 in UP. Kerala,Tamil Nadu, Andhra Pradesh and Odisha are on the top of list of those states which have small gap in sex ration .In Tamil Nadu there are 996 girls for 1,000 boys.in Andhra Pradesh it is 993 :1000,In Chhattisgarh there are 991 girls for 1,000 boys and in Odisha it is 979:1000 against 943 girls for 1,000 boys sex ratio of population in India in 2011 which has shown increase by 10 per cent from the 2001 census report when the sex ratio was 933.
Before the advent of sex determination tests parents would invariably kill a gril child within hours of its birth. However, parents go in for foeticide once they find during the sex determination test that there is a female baby in the mothers womb.
This has caused anger and anguish in the mind of Modi who was scathing in his remarks for the dismal state of affairs for the girl child. "India is not living in the 21st century but has gone back to the 18th century when the girl child was drowned in milk after birth. In fact, we are worse. At least they gave her a chance to be born, to see her mother, take a few breaths and open her eyes to the world. We don't even allow that. We kill her in the womb," he said, adding that the fallout would be borne by future generations.
Modi has asked people to refrain from sex determination tests and oppose female foeticide. He also came down heavily on doctors for female foeticide. "Is this the only way left to make money? The money earned by sinning can backfire on you.
Modi launched the Sukanya Samriddhi Yojana by awarding "Sukanya Samriddhi Account passbooks to five girl children, launching a postage stamp and flagging off an awareness van for the BBBP programme.
The BBBP scheme provides for small deposits for girl child, which would fetch an interest rate of 9.1 per cent and provide income tax rebate. "Sukanya Samriddhi Account" can be opened at any time from the birth of a girl child till she attains the age of 10 years, with a minimum deposit of Rs 1,000. A maximum of Rs 1.5 lakh can be deposited during the financial year.
There are several hospitals and clinics in Jammu and Kashmir where signboards like "sex determination is illegal" and "we do not encourage sex determination tests" greet the visitor. But sex determination tests are conducted secretly after fleecing parents. It is time the Government came down heavily on such hospitals and clinics where sex determination tests are carried out.It would be worth while if the intelligence agencies deploy sleuths for identifying those clinics and hospitals where sex determination testes and conducted so that their licence was cancelled.
Times have changed. Gone are those days when man was for the field and the woman for the hearth. In various cases the roles have been reversed and women have outstripped men in different fields of activities.Let every family pledge to save a gril child. If one goes on killing female babies it will hasten the process of human destruction.
