NIA books Delhi Police source, clears Kashmir man of false charges

Srinagar, Jan 24: The National Investigation Agency (NIA) while filing a charge sheet against suspected Delhi Police 'source' Sabir Khan Pathan cleared all the terror charges leveled against Liyakat Ali of Kashmir detained by Delhi Police in Gorakhpore in 2013 after he crossed over to India via Nepal.
According to Details, Liyakat Ali Shah had crossed over to Pakistan during early 90's for Arms training and later when Government of India announced Rehabilitation policy for all such people willing to return to their homes in 2011,Liyakat was one among hundreds of such people who returned to Kashmir through Nepal, however he was detained by Delhi Police in Gorakhpore and indicted in terror Charges which Liyakat from the day first refused, following which Central Government handed over the case to NIA to investigate.
Today when according to reports investigation in the said cases was completed, NIA cleared all terror Charges leveled against Liyakat by Delhi Police back in 2013 and also filed a charge sheet against Delhi Police source namely Sabir Khan Pathan in the case for wrong information.
Pertinently, Liyakat, a resident of Lalpora village in Kupwara district of north Kashmir was detained by Delhi Police on March 20, 2013 from Gorakhpur in Uttar Pradesh after he had crossed over to India from Nepal accompanied by his family and after controversy erupted over Liyakat's arrest, the Home Ministry had on March 28, 2013 issued a notification facilitating the NIA to take over the case after his arrest had generated conflicting versions from Delhi and J&K Police as well. The conflict erupted after Liyakat said that he had come to surrender under the Jammu and Kashmir government's rehabilitation policy announced for people willing to return to their homes, However, Delhi Police, which arrested him soon after he had crossed the border with his family, alleged that Liyakat was involved in the conspiracy to carry out militant attacks in the New Delhi. Delhi Police though then claimed that Liyakat was a Hizbul Mujahideen militant who had come to plan a suicide attack in New Delhi somewhere and the charges leveled against Likyakat were also contested by the Jammu and Kashmir Police by saying that he was returning to the Valley for surrendering as per policy announced for such people.
After controversy erupted over Liyakat's arrest, family members of Liyaqat too had argued that he entered into India through Gorakhpur in Uttar Pradesh and he presented himself to border guarding force SSB.
However, instead of handing him to state Police, Liyaqat was given to Delhi Police.
Pertinently as an important Confidence Building Measure (CBM), the state government and the Union Home Ministry had earlier made a policy for those who had joined militant ranks in 1990s and wishing to return to their homes were allowed to return to Kashmir under relief and Rehabilitation policy of the government.
