| Resettlement of West Pakistan (WP) and Pakistan
Occupied Kashmir (POK) Refugees Issue is hanging in
fire since long. Many Governments have come and gone but without any solution to this grave problem. Vote Bank Politics were played on this score by every National Government in this Country.

Those who met with the same fate in our Country were maltreated and left at the mercy of GOD. With the blessings of GOD, there are alive on this earth. But the Governments did not treat them as was required in the right earnest. 'Samaaj ne inko Refugee keh dia' yeh inke saath ek na insafi ki'. "DESH APNA MAGHAR LABEL REFUGEE LAG GAYA."
Aur apne hi desh me begaaney hogaye. " YEH EK BADKISMTI KI BAAT HAI".
"SAB SE BADHI BAAT YEH KI NAAM BI DO DIYE GAYE"-West Pakistan Refugee --- POK Regugee.
The Jammu & Kashmir Government went doing the discriminatory treatment with these REFUGEES. With the same balance the Govt. went on weighing these both thereby adopting different parameters as and when there was a necessity for the same.
From time to several debates were made by the Central and State Governments on this score but all in vain .
Various Committees were constituted in the past with various names. They met but nothing concrete could be possible in this direction.
2.LOK SABHA RESOLUTION --- AAR YA PAAR
In LOK SABHA in 1994 A UNANIMOUS RESOLUTION was adopted. " One third of the area of Jammu and Kashmir State now under the illegal occupation of PAKISTAN is an Integral part of India and it shall be vacated. On this score, then Prime Minister ATAL JI warned Pakistan to remain within its AMBIT otherwise be Prepared for A WAR --- AAR YA PAAR. When this Resolution was adopted , print and electronic media at the National and International level was stunned to note that how the peace loving Country like India can such a decision. While passing the Resolution, in question, no time limit was mentioned. 21 years have gone just for nothing. Pakistan did not mend its ways up to this time and instead made several Cease Fire Violations these days.
This year it has crossed all its limits and the Cease fire Violations are to the order of more than 250 times. By doing so PAK is busy in devising the strategies to weaken India at any cost. The Union Government has given a clean chit/ orders to the Army to give a befitting reply to PAKISTAN suo moto without waiting for the Signal from the HQ.
This is evidently clear that now the Government is fully determined to take the swift action detrimental to the interests of Pakistan. This time If PAK doesn't apply the restraints on its action and deeds, then it should remain ready for its disintegration. India will not tolerate anymore. The Home Minister Raj Nath Singh a few days back , warned Pakistan to mend its ways. Pakistan should not take the warning so lightly. Our present PM Narendar Modi exceptionally a different personality who can take any swift action in favour of the Nation to set right the Pakistan in the days to come. Therefore , Our Country without waisting any further time should make very clear to PAK that now be ready for the consequential effects.
3.JOINT CONSULTATIVE COMMITTTEE OF PARLIAMENT ON WP AND POK REFUGEES
Very recently A JOINT CONSULTATIVE COMMITTTEE OF PARLIAMENT came out with the RECOMMENDATIONS in favour of West Pakistan Refugees.
Its major Recommendations are described as under:-
West Pakistan Refugees should be granted immediately:-
1. Citizenship of J&K
2. Voting Rights for J&K Legislative Assembly
3. Issuance of Permanent Resident Certificate (PRC) and
4. Rs.30 lakh Package for POJK Displaced Persons.
Specifically JPC has given the time also for implementation of this Package i.e. One year.
And there are certain other reliefs recommended by the JPC.
4.STATE GOVERNMENT APPROACH
Throughout the period, the State kept on lingering on the issue involved on one pretext or the other. Two yardsticks were adopted by the State Administration to deal with the West Pakistan /POK Refugees issue.
1.It was friendly with the POK Refugees a little bit as it went on pleading the case continuously in their favour with the GOI but despite of this, the Central Government decided on its own to give the PACKAGE TO BOTH THESE REFUGEES IN ONE GO but it was against and furious about the WEST PAKISTAN Refugees because they were from the Indian Territory falling near the IB which is at the moment is with Pakistan.
2.It was having a soft corner for the POK Refugees issue as the Rulers of the State treated them as their own and on the contrary it was giving a bitter dose to the West PAK Refugees in creating problems for their Resettlements.
This was purely discriminatory in nature.
In simple words it can be concluded that the approach of the State Government was totally biased as it was always in favour of POK Refugees a little bit. Whenever any concrete proposal came from the Centre in favour of the WP Refugees, it was opposed by the State Government tooth and nail. And the input of the same was passed on to the Separatists and the Anti -National agencies to make the hue and cry on this score against the wishes of the Union Government.
5.SEVERE REACTION FROM THE VALLEY -- NEW TURN
The issue involved for the Resettlement of West Pakistan Refugees took a new and ugly turn in the Valley where the Separatists and all the Valley centric parties started opposing the recommendations of the recent report of the Joint Parliamentary Committee (JPC) on the Refugees submitted to the Union of India for its consideration at the earliest.
National Conference opposed the Joint Parliamentary Committee's (JPC) Recommendations on the West / POK Refugees Issue . According to National Conference, It is a Conspiracy to change the demography of the State of Jammu and Kashmir and its special status.
JPC's Recommendations for the permanent settlement of the West Pakistan Refugees in the State is a wicked conspiracy to change the demography of the State and to alter the special status enjoyed by the J&K. As per NC's leaders, JPC's recommendations are 'Anti State' saying that Anti Jammu and Kashmir elements have been implying different tactics to change the demography of the State.
Different Parliament Committees have recommended many different things for the State like that
1. Return of Power Projects to the J&K State.
2. Restoration of Autonomy to the J&K State.
3. Revoking the black laws like AFSPA from the State
But the Government at the Centre binned these recommendations.
Now that another JPC has made recommendations for Settling them as permanent residents and giving them the citizenship and voting rights,Central government seems right in hurry to make this happen soon. We can smell a rat in these recommendations, leaders of the NC commented upon.
They further added that conspiracies were eve hatched in 2008 when ther were attempts to transfer lands to Shri Amarnath Shrine Board which was a dangerous attempt to fiddle with special status of J&K. According to Awami Ithad Party (AIP), PDP stands on West PAK Refugeesas full of hipocracy and double standards. Majid Banday spokesperson AIP described PDP's stand that WP refugees issue a legacy of the partition and a very complicated and compex issue tentamount to having the cake and eating it too.PDP is trying to please the BJP and rightwing forces having soft stand on the burning issue of granting citizenship and voting rights to West PAK Refugees.
AIP is of the opinion that granting of such rights to WP Refugees is out of question and can never be acceptable to people of Kashmir. PDP by this weak stand on such sensitive issue is clearly expressing its double standard.
This time it looks that the GOI led by NDA is serious in giving some Reliefs to the WP Refugees as is evident from the fact that that the Home Ministry approved certain concessions for West PAK Refugees settled in J&K. The Ministry in view of the problems being faced by the Refugees has directed Chiefs of all Central Armed Police Forces ( CAPFs) that those Refugees who are Indian citizens and have valid Voter ID cards be considered for Recruitment in the CAPFs immediately.
No doubt, with the taking of the Issue involved in the streets of the Valley by the Separatists and other Antinational Elements as also the National Conference too , it has taken a new turn. But certainly one thing is there that when One is determined to do some thing in the right earnest there is no power on this earth to stop him to do so. One should keep in mind that we ,at the moment, are being governed by a well determined Prime Minister Narender Modi who fulfil always what he commits to the People. By the passage of time, things will move in a normal manner we hope so.
