GUV overhauls state administration
IAS officers put in charge of districts

Jammu, Jan 27 : The Governor by ordering transfers of 156 civil and police officials has tried to set the administration in order. Barring some exceptions, he has put the best officers in-charge of the most important departments.
The notable feature has been that direct IAS officers have been made deputy commissioners. It's most striking in the Kashmir, where most of the deputy commissioners were either KAS or promoted IAS officers. These officers are not trained as the IAS and some attributed it as one of the reasons that resulted in lame duck response of the administration in dealing with the crisis of the floods, which had ravaged the Srinagar city last September.
Most the officers posted at the prime positions especially of heading the districts in the Kashmir were close to the political establishment and used their influence on account of the proximity, or even by greasing palms of the political masters. This had left the administration redundant.
It also resulted in large scale illegal construction, encouraged land mafia and eventually resulted in loss of property and lives. The Governor had only on the eve of the Republic day expressing concern over the corruption in the administration had said that it's a menace that needs to be corrected.
The Governor by ordering such transfers has tried to bring back professionalism and efficiency in the system, which some believe has deteriorated in the last six-year, on account of the too much political influence.
However, some officials with not so clean reputation even IAS official have been given prime positions. The Governor was either misled or he didn't go into the files of the officials, who were either sidelined or serious allegations of the corruptions were levelled against them.
The IAS officer, who are considered the steel frame of the bureaucracy, who were feeling a sense of being denied their right due, are now happy.
"The IAS officers are trained to lead the administration. The post of the DC is the most important and handling it can make a lot of difference to the people and the administration. But in the outgoing government we were sidelines entirely as we didn't succumb to the political pressures.
