Banquet halls care two hoots for SRO-64, HC directive
City faces traffic blues as marriage season begins

JAMMU, Jan 27: Already fraught with serious traffic woes, city stares at another season of worse traffic snarls that come with the marriage season.
With auspicious marriage season starting from January 30, banquet halls of the city which have mushroomed in every nook and corner in violence of laid norms have shown scant regard for the directions of the State High court ad Govt. SRO.
Jammu boasts of having nearly 120 banquet halls which are used for marriages and other social functions. The irony is that more than half of them do not have the requisite infrastructure including a mandatory parking place.
As per norms, nearly 30 percent of the acquired area to build a banquet hall has to be covered under the parking lot which should enough space for parking nearly 100 vehicles.
As per the guidelines of SRO-64 of 2010, 16 kanals land is pre-requisite to construct a banquet hall with 8 kanals land exclusively for parking.
High Court of Jammu and Kashmir in 2010 had passed an order directing all the owners and new constructors to abide by the rules but most of them continue to flout the court orders with impunity.
The master plan of SRO 64- says "30 percent of the space should be kept for parking of the vehicles with good ventilation done in the hall and fire extinguishers placed on all vulnerable sites".
The irony on the other side is that even the halls constructed under Jammu Development Authority and even J&K State Road transport Coporation do not have the required infrastructure.
"Though the notice served by the High Court was pleaded by the owners seeking time to do the needful, but none of the existing as well as newly constructed halls has followed the guidelines. In defiance of the norms, they are carrying on business as usual without any check coming from any quarter," said a JDA official, adding that though the administration keep on issuing timely warning to the owners of the banquet halls, yet they keep on ignoring them under the very nose of the administration.
