| Despite facing criminal case, top official enjoys plum posting | | Being close to NC pays him in long run | | Jehangir Rashid

Srinagar, Jan 27: Like scores of other officers, one of the close lieutenants of the National Conference General Secretary Ali Mohammad Sagar, is enjoying a plum posting in Jammu and Kashmir.
The officer was posted by the ousted NC regime to ensure that he helps their cause in the recent assembly polls but National Conference's gamble didn't work as party faced a humiliating defeat and could only manage to win 15 seats.
Sources told Early Times the official who was awarded the posting just before the assembly polls were announced has a "dubious reputation." The Vigilance Organization Kashmir (VOK) had registered a criminal case against him in 2011 when he was Additional Deputy Commissioner, Srinagar.
The VOK registered First Information Report (FIR) against the official in question and his colleague when it came to fore that both of them had embezzled crores of rupees while land acquisition in old city.
The officers allegedly produced names of fake beneficiaries at a time when the road widening was going on in the Khanyar area, consisered to be the citadel of the former Rural Development Minister Ali Mohammad Sagar, in the summer capital.
The VOK found out under a criminal conspiracy both the officers had facilitated wrongful payments of undue compensation to the tune of Rs one crore in favour of nine beneficiaries while making payment for non-existing shops in the Khanyar area during land acquisition process when he was Additional Deputy Commissioner Srinagar.
The VOK registered the case and subsequently the FIR in 2011 but since then there has been no progress in the case.
The General Administration Department (GAD) has so far taken no action against the official in question.
The GAD had limited its action to an enquiry report which reads that a case of FIR No: 25/2011 u/s 5(2) P.C Act Svt. 2006 and sections 120-B, 420, 467 RPC was registered in P/S VOK on the outcome of the enquiry carried out against both the officials.
If the GAD was convinced that then ADC Srinagar had carried out a criminal offence it should have recommended for disciplinary action against him and his colleague. However, nothing of that sort happened and in fact the official in question was given plum postings in the subsequent years by National Conference.
The GAD could have easily recommended for suspension of the official so that further investigations could have been ordered in the criminal case. If the allegations were false then he could have been reinstated and if not then ADC Srinagar should have been terminated from the service. However, nothing like that happened.
His appointment in October last year created a flutter and many people criticized the then government for this move. A week later the government ordered that another official would replace him but the official in question went to the court and got a relief as the court ordered the government to restore the order under which he was posted.
It is not only as ADC Srinagar where this tainted official earned a dubious distinction, but his stint on some other positions has also been full of "misadventures." |
