2 SSPs transferred, secret probe ordered
What about Engineer who got DGP medal?

Jammu, Jan 29: Taking cognizance of the news report "SVO second rung officials pose as top bosses: Appear in Kathua, seek NOCs from brick kiln, crusher owners" published in Early Times in its Thursday's edition, the State Vigilance Organization today transferred two SSPs RK Chalotra and Nisha Nathyal.
Sources told Early Times the action was taken after it came to fore that a Head Constable under the very nose of Nisha Nathyal visited different departments in Kathua district and introduced himself as DySP Vigilance. The SVO has also reportedly ordered secret inquiry in this connection.
In an press statement a SVO spokesman said, " Nisha Nathyal, SSP (Samba Kathua Range) has been transferred and posted as AIG Vigilance (Hqrs.) Jammu and Kashmir. Dr. Koshal Kumar, SSP (Central) has been transferred and posted as SSP Vigilance Organization Jammu relieving R K Chalotra. R K Chalotra, SSP Vigilance Organization Jammu has been transferred and posted as SSP (SK) relieving Nisha Nathyal. Further it has been cleared that the charge of SSP (Central) shall be looked after by AIG (Hqrs.)".
Sources said that Nisha was transferred as she was the immediate boss of the Head Constable who led the team. RK Chalotra has been asked to take charge from her.
Sources said R K Chalotra has been made a scapegoat in the case as he was penalized for no fault of his and him being posted as SSP SK is in itself a kind of demotion, which has send wrong signals among the rank and files of the SVO.
Sources said that R K Chalotra was eyesore for his top bosses as being professional officer he objected to many arbitrary decisions of his senior officers. "There are number of corruption complaints pending against the close relatives of the top cops in the SVO, one being lodged by Prof S.K Bhalla on the line and pattern of Prof Hemla Agarwal and Prof Nutan."
Further, sources maintained, that the so called transparency in SVO can be gauged from the fact in Kathua episode a junior engineer, who introduced himself as Xen and was a part of the four member team, was nominated for DGP Medal, announcement of which was made recently, leaving deserving officers dejected.
Nomination of the said engineer for DGP medal has surprised many people even in the engineering circles of the department as the said engineer is allegedly instrumental in many recent "closure reports" registered in VOJ and VOK in which his 'expert opinion' was taken and the expert opinion taken earlier by other competent officers, was ignored.
Pertinently, Early Times in its Thursday's issue had reported that SVO hushed up the matter about its second rung officials posing as top officials appearing in Kathua district and allegedly asking for various documents from the crusher, and brick kiln owners.
Sources said a four member team of the SVO in a private Bolero vehicle appeared in district Kathua. The team, according to the sources, met a few brick kiln and crusher owners most of whom were operating without requisite formalities. The team then visited DIC Kathua where they enquired about some secret matter and in last leg of their "secret' tour, the team went to Lakhanpur Toll Plaza.
A Head Constable posted in Central Office of Vigilance introduced himself as DySP Vigilance, his associate (JE PWD) who is on deputation to Vigilance claimed that he is posted as Executive Engineer.
The incident surfaced when some brick kiln and crusher owners approached local political leaders and media persons to use their influence to seek some kind of "concession" from the visiting Vigilance team which sought information regarding their business, turnover, NOC etc, something which Vigilance officers generally don't ask for. Soon, the news spread like fire in Kathua town and people tried to figure out why is SVO meddling in the affairs which don't fall in its domain.
Sources informed Vigilance officers maintained silence over the issue after they came to know that a DySP Vigilance had visited Kathua district. However all the DySPs in Vigilance feigned ignorance about the surprise visit, even SSP Vigilance Kathua Range and SSP Vigilance Jammu Range dragged their feet and remained silent.
It was after hectic exercise the skeletons tumbled out. Sources said that lower rung subordinates, who posed as top bosses, enjoyed the patronage of their top bosses and the incident was pushed under the carpet, however, the same had created ripples in the SVO.
