1/30/2015 10:41:53 PM
Early Times Report

Jammu, Jan 30: He was inducted into Indian Administrative Service (IAS) inspite of the fact that he did not file his annual property statement as a senior KAS officer. He used beacon light even after its use was banned by the apex court. He didn’t bother to put registration plate on his official vehicle. Having committed all these grave mistakes will the Government initiate action against the erring Deputy Commissioner who is acting like an autocrat?
The DC Kishtwar may have removed the beacon light after a report was carried by Early Times few days ago, or he would be using another luxury vehicle instead of un-registered government vehicle (TATA Safari) , but the people are waiting to see Government taking action against the erring Deputy Commissioner.
Pertinent to mention his official vehicle Tata Safari commercial vehicle bearing temporary registration No. JMU AW-2234 had to be registered on or before 17-12-2014, but even after the lapse of more than one month, the "VIP vehicle" runs in Kishtwar without registration number plate, in violation of Motor Vehicle Act and the officials of Motor Vehicle Department (MVD) seem in no mood to act.
According to the Motor Vehicle Act all the commercial vehicles are required to avail the registration number on or before the expiry date of temporary registration number, while at the same time the Motor Vehicle Department (MVD) is at liberty to challan or seize the vehicle. After expiry of the date of temporary registration number, the Motor vehicle department charges late fee for issuance of registration number plate. “ One fails to understand why does the Government allow a top Govt official to break the laws and grossly violate Govt rules ? The DC Kishtwar and many KAS officers who have now been inducted into IAS had failed to submit their annual property statements before GAD , but inspite of violation of J&K Civil Services Rules they remain untouched , we hope Governor and Chief Secretary would take a serious note of it “ said Umar Javaid an anti corruption crusader and RTI activist from Srinagar The DC Kishtwar had been using blue beacon light and siren on his vehicle which is banned along with red light by the government after Supreme Court of India directions. As per the guide lines, only ambulances and emergency services are entitled for blue sirens. The vehicle according to reliable sources has been dumped after the report was carried in this newspaper few days back and now the DC Kishtwar is using a new vehicle (Mahindra Scorpio) which is not having the siren / beacon light.
