tion in Jammu and Kashmir may be re-
moved within next one fortnight following major headway in talks between the PDP and the BJP for forging an alliance for giving yet another coalition Government to the state.After the recent elections had thrown up a hung Assembly there were three options open for the political parties to form a coalition Government.The first natural process was for the PDP and the National Conference to join hands but when the PDP turned down an offer of support from the NC the alternative was dropped.The second alternative for the PDP,which had emerged as the single largest party in the Assembly with 28 seats,was to join the grand alliance of NC and the Congress.It seems that the PDP opted for the third alternative of forging an alliance with the BJP.The PDP leadership turned down the offer of support from the NC because the two parties are political rivals and there is nothing that can bind them together.In fact the relations between the NC and the PDP resembles the relations between the DMK and the AIDMK at the regional level in Tamil Nadu and between the Congress and the BJP at the national level.In addition to this the PDP leadership had decided to honour the verdict given by the people and since voters had rejected both the NC and the Congress the PDFP opted for sharing power with the BJP which had won 25 seats in the Assembly thereby becoming the runner up.
And doubts about government formation in Jammu and Kashmir are likely to end very soon as the Peoples Democratic Party (PDP) and the BJP have almost finalised the Common Minimum Programme (CMP) to run the coalition regime. Both sides have reportedly agreed to PDP patron Mufti Mohammad Sayeed taking over as the next Chief Minister for full six-year term.The BJP candidate will be installed as the Deputy Chief Minister which would be in line with the recommendations of the Gajendragadkar Commission.The Commission had recommended that in case the Chief Minister was from the Kashmir valley the Deputy Chief Minister's post should go to a legislator from the region of Jammu.This practice has been followed strictly during the last about 30 years.When Mufti Sayeed was the Chief Minister in 2002 he had appointed Mangat Ram Sharma,who hails from Jammu,as the Deputy Chief Minister and when Ghulam Nabi Azad took over as chief Minister, Muzaffar Hussain Baig was inducted as the Deputy Chief Minister because Azad hailed from Jammu and Baig from Kashmir. And as a Jammuite Tara Chand remained the Deputy Chief Minister in the cabinet headed by Omar Abdullah.More important than this arrangement has been the commitment of both the BJP and the PDP on keeping three contentious issues, Article 370,lifting of AFSPA and grant of citizenship rights to West Pakistan refugees,under the carpet. In order to finalise the alliance arrangement the BJP genral secretary,Ram Madhav was in Jammu and had behind the scene meetings with his party colleages and with senior PDP leaders.In fact talks are still continuing to have some settlement of the contentious issues such as revocation of the Armed Forces Special Powers Act (AFSPA), granting citizenship rights to West Pakistani refugees and Article 370 The two sides have reached a conclusion that all controversial issues should be put on backburner to run the coalition government in Jammu and Kashmir.. Reports indicated that within a week's time, both parties would start a "structured dialogue". The two sides have gambled while trying to finalise a power sharing agreement.Despite the fact that the PDP's vote bank in the Kashmir valley may witness some erosion if formed an alliance for Government formation in the state.The BJP too is expected to face anger from a section of voters.But both the PDP and the BJP seem to have been motivated by their concern over the welfare of people.Knowing that BJP led Government is in power in the centre the PDP believed,that too rightly,that a PDP-BJP coalition rule could provide a strong and stable Government which could promote good governance for which people had no experience during the last six years.In fact it was the misrule of NC-Congress coalition Government that had resulted in the mauling of the two parties in the Lok Sabha and the Assembly elections.The PDP leadership believes that good governance coupled with development in various sectors could prove beneficial for the people of the state thereby leaving no scope for their anger against the PDP.
