Mufti set to become J&K's 12th CM, state likely to have all time high plan

Jammu, Jan 30: People’s Democratic Party (PDP) has seemingly prevailed over hardliners in Bharatiya Janata Party (BJP) and the two parties are likely to announce the Common Minimum Programme (CMP) very soon, followed by swearing-in of PDP Patron Mufti Mohammed Sayeed as 12th Chief Minister of Jammu and Kashmir.
If sources privy to the negotiations are to be believed, PDP has virtually hijacked the entire agenda of BJP and put the party on backfoot. They said that the CMP would not have even mention of debate over Article 370, which Prime Minister Narinder Modi had advocated during the Lok Sabha elections and which RSS has been demanding since the days of Shyama Prasad Mukherjee. BJP has, according to sources given up this demand and instead, sought to focus on developmental issues.
Sources said that CMP is likely to have BJP promising everything under the sky to Mufti Mohammed Sayeed and the veteran politician, known for being shrewd and tough to negotiate, in return pledging to shake hands with Prime Minister Narinder Modi's BJP for full six years. They added that Mufti Mohammed Sayeed would be Chief Minister for full six year term, something which BJP had made a prestige issue. They wanted to have their CM for atleast 3 years.
But PDP resisted the demand and stating that this would have wide-ranging political as well as social ramifications across Jammu and Kashmir especially in troubled valley, PDP convinced BJP not to make this prestige issue for overall development and progress of the state, said the sources. BJP will have a powerful Deputy Chief Minister from Jammu region apart from being allocated several important portfolios including PWD and Health.
They maintained that a senior official in the union government is also playing an important role from behind the curtains in softening BJP's attitude towards government formation. Though the probable alliance is being criticised in Kashmir valley but if the BJP sources in New Delhi are to be believed, Prime Minister Narinder Modi is likely to make three important announcements as and when the government formation is announced for J&K.
These include; a Rs. 30, 000 crore rehabilitation package for reviving the flood-hit tourism infrastructure in Kashmir valley, all time high annual budget allocation of Rs. 9000 crore for the state and exploring possibility of granting regional councils to Jammu and Kashmir regions to put an end to the debate over alleged regional imbalances, sources affirmed.
They said that flood-relief package would be implemented under the supervision of a team which would include officers from both the state and central government. Sources said that New Delhi is firming up the package and would make the announcement as soon as the PDP-BJP government takes over reins of power in the state. A senior BJP leader said that Prime Minister Narinder Modi wants to see Jammu and Kashmir emerge as the tourism capital of the country.
Focus would be on increasing the pilgrimage and medical tourism apart from further strengthening the existing tourism infrastructure in all the three regions of the state, said the sources. They added that road, mobile and broadband connectivity would be top priority areas of the new government in Jammu and Kashmir. Sources further said that to augment power generation in the state, pace of work would be increased on the hydroelectric projects already under construction.
New thermal project would be sanctioned and completed in a time bound manner with special focus on preventing cost escalation, said the sources. They maintained that New Delhi is set to promise Mufti Mohammed Sayeed in the CMP of looking into the demand for return of hydroelectric projects to the state to tide over the winter power woes.
CMP would include PDP's demand to the union government to hold wide-ranging consultations with people from all the three regions of state to evolve a broad-based consensus on restoration of peace and stability in the state, said the sources. They maintained that CMP would also include promise to protect people from violence and militancy by cooperating with centre to fight cross-border terrorism emanating from Pakistan. The two parties would have also, according to sources, agreed to press for permanent calm on the LOC as well as international border.
Sources said that PDP has been pressing for including promise for initiating purposeful dialogue with Pakistan and the separatist leadership in Kashmir valley. They further said that PDP has sought BJP's approval for reviewing cases of the detainees held without trial, release all detainees held on non-specific changes or not charged with serious crimes. This would include seeking release of all those stone-pelters who are still behind the bars but ready to make amends, added the sources.
They said that PDP-BJP CMP is also likely to have mention of probable revocation of AFSPA from districts which the unified command would declare militancy free and where the Army would not object. Sources further said that PDP is also pressing for including promise of probing all the cases of human rights violation in all the three regions of the state. CMP will have promise for taking practical steps for the return and rehabilitation of Kashmiri Pandits in Kashmir valley.
CMP would also include promise for ridding state administration of corruption and nepotism besides strengthening four important institutions namely State Accountability Commission (SAC), State Information Commission (SIC), State Human Rights Commission (SHRC), State Vigilance Commission (SVC) and Jammu and Kashmir Public Service Commission (JKPSC). Document which both BJP and PDP are terming road towards progress would also have pledge for equitable distribution of resources among all the three regions of state viz. Jammu, Kashmir and Ladakh, said sources.
