New Delhi silent on reopening dialogue with Pak, separatists

Jammu, Jan 31: Notwithstanding the fact that India has been keen in resuming talks with Pakistan but the latter is said to have taken no step for making atmosphere which could be conducive for the bilateral dialogue.
Official sources in Jammu said that on the basis of inputs from various intelligence agencies indicating that Pakistani forces were gearing up for escalating conflict on the LOC and on the IB in Jammu and Kashmir New Delhi has, for the time being, decided not to reopen the channels of dialogue with Islamabad.
According to these sources, New Delhi has decided to ignore sustained Pak protest for forcing India to reopen the channels of dialogue because Prime Minister, Narendras Modi, has made it clear that talks and terror cannot coexist. As far as resumption of talks with Kashmir separatists are concerned there seems to be no change in New Delhi's stand.This means that New Delhi had not yet made up its mind for engaging separatists in talks.It is so because of two factors.First there is no unity among the moderates and the so called hardliners.The result is that there is a motley group of separatists who are together only one issue of settling the Kashmir problem as per the wishes of people of the state. Other sections of the separatists are for resolving the Kashmir issue as per the UN resolution which provides for holding of a plebiscite in Jammu and Kashmir.
Secondly, separatists continue to follow anti-India line which was not acceptable to New Delhi. Sources said that New Delhi will reopen doors of dialogue with separatists if they abandon the anti-India path.
Reports said that it is in this context that moderates among the separatists, headed by Molvi Umar Farooq,have decided to work for bringing about unity among various groups of separatists. The decision to promote unity among separatists was taken at a recent Executive Committee of the APHC.
However, political pundits see dim prospects about the unity plan. These pundits said that in the past Molvi Umar Farooq had met Syed Ali Shah Geelani and other lead ers of various groups for the purpose of bringing about unity but had failed.Even Shabir Ahmed Shah had made attempts at promoting unity among separatists but he too had failed.
