Early Times Report

Jammu, Feb 1: It can happen only in Jammu and Kashmir,a state that enjoys special status within the union of India. What has happened ?Nothing ordinary. It can happen in Jammu and Kashmir where a large number of Government employees, especially college lecturers have not received their salary for the last three months.
Reason. It is simple the Government treasury is empty, rather cashless. There is no plan funds and the result is that employees suffer.
Yes,the Government of India released over Rs.1100 crores for rebuilding the public infrastructure that had been damaged in September floods. This was possible when Governor,N.N.Vohra,had called on a number of central Government leaders, including Prime Minister, Narendra Modi and Union Home Minister,Rajnath Singh.
Yes,Vohra had discussed the issue of severe financial crisis that the state of Jammu and Kashmir is faced with when he called on the Prime Minister in New Delhi the other day..How much time will it take for the Modi led Government to release additional funds so that the state was bailed out of the fiscal crisis ?The answer to this question is being sought by a large number of lecturers, especially working in colleges that were opened during the last three to four years, who have not received their salary for the last three months.
"We hear news about state Government going in for market borrowing but there does not seem any progress in this case.Instead,we have been borrowing money from various sources and agencies so that we could fulfill domestic requirements,"said several college lecturers.
One lecturer, who wished to remain unidentified said " For one month I had to bank on over drawing from the bank and when during the second time I was not allowed to repeat the exercise I had to encash one FDI for being able to pay school fee of my kids and for running the kitchen."
These college teachers have appealed to Prime Minister, Narendra Modi,to initiate measures which could help the state of Jammu and Kashmir to tackle financial crisis so that both plan and non-plan activities were carried out and all those Government employees, who have not received their salary for the last several months, were able to draw their monthly salary.
