J&K's IAS crisis set to deepen
72 of 137 IAS officers available; 13 to retire, 19 on Central deputation

JAMMU, Feb 21: Jammu and Kashmir Government continues to face serious shortage of officers and this crisis is likely to deepen with the retirement of 13 IAS officers by the end of this year.
Apart from 13 officers who would be retiring, 17 officers are already in Central deputation and with 2008 batch IAS officer Shyam Vinod Meena getting a call from Union Minister of State for Water Resources, River Development and Ganga Rejuvenation Prof. Sanwar Lal Jatt to join him as his private Secretary, the number has gone up to 19. Two officers Dr. Mandeep Bhandari and Jatinder Singh are both with Raj Bhawan and directly working under Governor N.N.Vohra. 2001 batch IAS officer Dr. Mandeep Bhandari is Additional CEO of Shri Mata Vaishno Devi Shrine Board (SMVDSB) since August 4, 2009 while 2008 batch IAS officer Jatinder Singh is Additional CEO of the Shri Amarnath Shrine Board since last month. If the number of officers on Central deputation remains around 20 by the end of this year and 13 officers superannuate, J&K would be left with just 72 officers. J&K is already 32 officers short of the authorised strength of 137 which includes 75 direct recruitment posts and 62 promotion quota posts. Of the 75 direct recruits, J&K presently has 63 officers in place (12 short of the authorised strength) of which 17 are on Central deputation and two with shrine boards. This leaves the government with just 46 direct recruit IAS officers to man important positions. Of these 46 direct recruit IAS officers, 15 are probationers with relatively no administrative experience and qualification for being posted on important administrative posts in the civil Secretariat. In the promotion quota which has authorised strength of 62 officers, J&K has just 42 officers in place. Of these 42 officers, 9 officers would be retiring by the end of this year, leaving the strength at 33.
Though there is strong possibility of more KAS officers being promoted and inducted into IAS but they are all at the fag end of their career, with most of them retiring in the next three years. Of the top 10 IAS officers who would be retiring by the end of this year include ex-Chief Secretary Madhav Lal (June 2015), present Chief Secretary Iqbal Khanday (November 2015), Chairman Special Tribunal Sonali Kumar (November 2015) and Financial Commissioner (Industries) Khursheed Ahmed Ganai (October 2015). The remaining six officers which include Ashok Angurana (April 2016), Brij Raj Sharma (April 2020), Krishan Ballabh Aggarwal (January 2019), Pramod Jain (January 2018) and Bharat Bhushan Vyas (November 2017) would also be on their way out in next six years.
Nine other officers who are essentially KAS but have been inducted into IAS through the mode of promotion and are retiring by the end of this year include Commissioner/Secretary Works Tanveer Jahan (March 2015), Chairman SSB Shagufta Parveen (March 2015), Custodian General (J&K) Abdul Majid Mir (March 2015), Member J&K Special Tribunal Tushar Kanti Sharma (September 2015), Secretary Rural Development Shafat Noor Barlas (May 2015), Joint Financial Commissioner (JFC) Agrarian Reforms Mohammed Sharief Sood (October 2015), Abdul Majid Ganai (April 2015) and Commissioner (Survey and Land Record) Mohammed Yousuf Dar (May 2015).
Ex-Secretary Cooperatives Ramesh Kumar Koul (February 2015) has retired. Retirement of these 13 officers would further compound the woes of the new government as and when it takes over. J&K govt has been struggling to get senior IAS officers back from the Central deputation. On being asked, an official in the GAD said that government is facing a precarious situation due to shortage of IAS officers. He added that there are some IAS officers whose deputation is due but they cannot be sent only when we have some officers back.
Pertinently, 17 IAS officers from Jammu and Kashmir are on Central deputation. Though the figure is not above the permissible limit of 30 percent for central deputation but the state government believes it was short of IAS officers. The IAS officers from J&K Cadre, who are on central deputation presently, include Madhav Lal, Ashok Angurana, K.B.Aggarwal, Pramod Jain, Lokesh Dutt Jha, Sudhanshu Panday, Arun Mehta, Atal Dulloo, R.K.Goyal, Dheeraj Gupta, Naveen Choudhary, M.K.Dwivedi, Hridesh Kumar, Mandeep Kaur, Pandurang Pole, M.Raju and Shyam Vinod Meena.
