Appointment of PSC Chairman, members; a great challenge for Mufti Government

SRINAGAR, Feb 28: Many challenges are awaiting the new government to be headed by Mufti Mohammad Sayeed and one among them is appointing the chairman and members of Jammu & Kashmir Public Service Commission in the state.
The Mufti led government in the state after assuming charge would have to start its job of finding an honest and upright officer who can be appointed as Chairman of J & K PSC. The task is cut out for the new government as it has also to look out for the honest people who can be appointed as the members of the Commission.
Sources told Early Times that delay in the search process would result in time consuming process of the appointments in the gazetted cadre in the state. This would also result into a situation where months more may be needed to conduct the preliminary round of Kashmir Administrative Service (KAS) examination in the state.
"It is important that a search committee is formed for the appointment of PSC chairman and its members. The committee should be asked to complete its job within a particular time frame and there should not be any extension in this regard. Delay from the state government would not augur well for the new dispensation in the state," said sources.
Sources said that it would be a great challenge for the new government to find out the bureaucrats who are honest in the state so that they can be appointed as chairman and members of the J & K PSC. They said that with dearth of the honest officers it would be a stupendous task for Mufti and Co to make the J & K PSC functional.
"In the past the Commission chairman and members have been accused of pursuing a biased approach in the appointments in the gazetted cadre. Candidates in the past have alleged that favouritism was adopted by the members with the result that deserving candidates were made to sit out once the interviews were conducted for different gazetted posts. This needs to be corrected by the new coalition government in the state," said sources.
Governor Narendra Nath Vohra had on Friday rejected the appointment of Financial Commissioner, Industries & Commerce, Khursheed Ahmad Ganie as chairman of J & K PSC done by the previous government of Omar Abdullah. Vohra also turned down the appointment of members of J & K PSC saying that serious objections have been raised over the appointment of some members.
Vohra has laid down a clear framework for the appointment of Chairman and members of the Public Service Commission (PSC).
He has directed Chief Secretary, Mohammad Iqbal Khanday to draw up a draft framework for the selection and appointment of the Chairman and members of the J & K PSC.
The Governor had stressed the need for a transparent framework being put in place which will permit only competent, honest and well respected persons being appointed as members and chairperson of the J & K PSC. The framework laid down by the Governor envisages a Search Committee chaired by the Chief Secretary which shall prepare an adequately large panel, keeping in view the number of vacancies which require to be filled in the PSC.
"It is stipulated that the names of only such persons can be included in the panel who are known for their competence and proven ability, honesty, objectivity and high integrity, who command the confidence of the people and would not be deflected by any extraneous considerations from discharging their duty of making selections which are based strictly on merit," said an official spokesman while quoting the Governor.
