JAMMU, Mar 3: The failure of Jammu and Kashmir Public Works Department (Roads and Building) to furnish information, sought by Ministry of Rural Development Department and failure to complete already sanctioned projects, has led to the stalling of 10th phase of Pradhan Mantri Gram Sadak Yojna (PMGSY), to state.
Sources informed Early Times that in February 2014, the Jammu and Kashmir PWD(R&B) division had forwarded a total of 598 road projects costing Rs. 3700 Crores to Union Ministry of Rural Development Department for sanctioning of 10th phase of PMGSY for state.
"For the last one year, the state government has been awaiting for sanctioning of 10th phase of PMGSY, which includes several up-gradation projects, bridges, new road projects beside others", sources said, adding that due to delay in sanctioning of phase 10th, majority of roads constructed under PMGSY were without blacktopping.
Sources further said that the Union Rural Development Ministry had also castigated state government for its slackness to complete the sanctioned projects worth Rs. 2715 Crores, which was one of main reason behind delay in sanctioning of the Phase-10th of PMGSY.
Moreover, nearly two months back, the Union Rural Development Ministry had sought details from Jammu and Kashmir government regarding PMGSY roads. The letter forwarded by Union Ministry maintained that to allocate funds for up-gradation/network maintenance, a complete detail of all roads constructed under PMGSY should be forwarded.
"The details forwarded by state government were in contravention to the details already available with the Union Ministry, which in turn had sought intervention of higher officials of PWD(R&B) for rectifying the mistakes or resend the same information", sources said, adding that it might be one of the reason for delay on part of Union Ministry to sanction the 10th phase costing Rs. 3700 Crores.
CE PMGSY, Jammu, D D Gorkha said that few days back, the Union Ministry had called a meeting, in which the issue of sanctioning of 10th phase of PMGSY was taken up. "The Union Ministry has assured to sanction 598 projects costing Rs. 3700 Crores under 10th phase shortly", he said. |
