Of 131 ATRs sought by CM Monitoring Cell, 78 still awaited
Key departments R&B, Health & Medical, PHE top on pendency list

Jammu, Mar 4: The non-seriousness and lethargic approach of various departments in submitting Action Taken Reports (ATRs) sought by Chief Minister Monitoring Cell can be gauged from the fact that out of 131 ATRs only 53 have been received by the Cell so far while 78 are still awaited. Sources told Early Times that Chief Minister Monitoring Cell, which was set up in 2010 by the former Chief Minister Omar Abdullah, to monitor developmental schemes and projects under implantation by various departments and other government agencies for achieving physical and financial targets.
"During last five years, Cell had conducted physical verification of 131 projects, and pointed out several problem areas and other issues in its reports and same reports were sent to the concerned departments also to ensure and take necessary steps to address the problems areas for timely completion of the projects," they said. There are total 17 departments whose projects were inspected by the Cell. The maximum 39 projects were inspected by the Cell were of Public Works (R&B) Department and 8 ATRs have been received while 31 ARTs are still pending. In Health and Medical Education Department total 21 projects have been inspected and out of which 12 ATRs have been received and 9 still pending.
"Out of 8 projects inspected in Tourism and Culture Department, the ATRs of 4 projects were received and 4 still awaited by the Monitoring Cell. In Technical Education Department, out of 6 inspected projects only 5 ATRs have been received and 1 still pending," they informed. Astoundingly, Power Development Department has showed worst response as out of 6 projects inspected by the Cell, the former failed to submit ATRs of none till date and cell is repeatedly asking the department for furnishing reminders. In Public Health Engineering, I&FC Department, Cell inspected 26 projects out of which the ATRs of only 5 have received so far. Besides, 4 projects pertaining to Industries and Commerce Department have been inspected and the ATRs of only 2 projects have been received till date.
The 4 projects pertaining to Housing and Urban Development Department have been received and the ATRs of only 2 have been received. One project namely "Construction of Convention Center Jammu was inspected by the Cell and the ATR in respect of the said project is still awaited despite continuous follow up by the Monitoring Cell.
