As Govt claims transparency, BOSE acts arbitrarily | | | Early Times Report JAMMU, Mar 4: While as the government claims to bring transparency in its working, besides discouraging corruption and nepotism in administration, especially education, the JK BOSE is arbitrarily setting rules, thus making a mockery of the government claims. After assuming the charge of the interim secretary of the Board, Veena Pandita appointed a clerk who has a blemished service record. That official is calling the shots and has been handling policy matters, sources said. Similarly, private secretary to chairman Mohammad Shafi was bestowed with additional charge of assistant secretary administration (central) after divesting a full-fledged official of the charge. Kaneez Fatima, who is on deputation in the Board as joint secretary, has been assigned the charge of director academics and joint secretary textbooks as well. Mohammad Nasrullah, assistant secretary textbook (central), without having any professional background in textbooks has been given the charge. He is also holding the charge of assistant secretary forms (central). Nasrullah was a class IV employee and has risen to the post through promotions. Joint secretary legal MA Jallu, a technical cadre officer, has risen to the rank of joint secretary though there was no sanctioned post in the Board. The post beyond assistant secretary doesn't exist in the BOSE for technical cadre. However, he was elevated ignoring the norms governing the BOSE. His elevation, the source said, is being justified on the grounds that he held charge of general certificates, which is completely in contrast with his mandate. Such post is filled through selection, not on the basis of promotions. "Simply, he should have been a legal officer rather a joint secretary. He has blocked promotions of officials as the post of deputy secretary and joint secretary legal doesn't exist in the Board," sources said. Last year, joint secretary examination Jammu fell vacant. It has been filled by an official who was deputed by the government to BOSE without any designation. |
