What determines the 'inferiority' of portfolios after all?

jammu, Mar 5: With reports of several Ministers of PDP-BJP coalition government dragging their feet over the portfolios allocated to them, many are questioning the scale which classifies those allocated to them as 'inferior' to those allocated to others.
Following three days of hectic close door negotiations between the coalition partners, when the portfolios were finally announced, at least three Cabinet Ministers have been reportedly unhappy with the portfolios allocated to them, terming them as 'inferior'. While Sajjad Lone of Peoples' Conference, who was inducted into the Mufti Cabinet on BJP quota has refused to assume office of the Minister for Science and Technology and Animal Husbandry, the PDP Ministers Abdul Rehman Veeri who has been allocated Horticulture and Hajj and Auquaf and Imran Raza Ansari, who has been allocated Information Technology, Technical Education and Youth Service and Sports are also reportedly unhappy with their portfolios.
Except for Abdul Rehman Veeri who has been a Minister of state in the PDP-Congress coalition government, the other two are first time MLAs and have got cabinet berths on their very debut in the State Assembly. Besides, there was suspense over Sajjad Lone's induction in the Council of Ministers that took oath on March 1, till the last moment.
However, people are questioning the benchmark for classifying the portfolios as 'inferior'. "Abdul Rahman Veeri represents a region where Horticulture is the prime economic activity of the people and there is lot for the Minister to do for the orchardists of the state" said a former legislator. "We have heard Veeri raise issue of the fruit growers several times in the House" he added expressing dismay over discontentment of the Minister.
Similarly, questions are being raised over tagging ministry of Animal Husbandry as 'inferior'. "A large chunk of population in our state depends upon their livestock for a living. There are immense opportunities to work for the welfare of people through this Ministry" said an eminent Gujjar leader, ridiculing the attitude of the PC leader and his supporters. "Lone has an opportunity to prove so much to the people of the state through this ministry, he cannot be held hostage by a handful of his supporters" he added.
Imran Raza's reported displeasure over the IT, Technical Education and Sports Ministries has offended the youth. "This is a ministry which is directly associated to the youth and if a young Minister is reluctant to take up this Ministry, he owes an explanation over his reluctance" said a youth leader in Jammu.
