4000 kanals Waqf land under illegal occupation in J&K

JAMMU, Mar 20: 4000 kanals of Wakf land is under illegal occupation of various institutions and departments of Jammu and Kashmir government besides substantial chunk of around 2500 kanals being held by Security Forces.
This was today admitted in the Legislative Council by Minister for Haj and Auqaf Abdul Rehman Veeri while replaying to a question of National Conference (NC) MLC Dr. Shahnaz Ganai. "I am new to the ministry. I am looking into what has happened and where the land has been encroached. We are exploring ways and means of retrieving the encroached land but while doing so, we have to keep in mind the sensitivities involved in some of these cases," said Veeri.
Referring to NC-Congress coalition government, Veeri said "Some civilians had been appointed as administrators. There is no way to make them accountable for what has happened in the department. We are discontinuing with the practice. Government employees would be assigned the task of administrators so that they remain accountable and could be taken to task if they are found negligent in taking care of the Wakf properties." He further said that PDP-BJP government would ensure land is restored to the department to which it belongs.
Minister said the administrators appointed by the government have already been directed to provide the details after updating the record pertaining to the Waqf land/properties under the illegal occupation of state/central government institutions/ departments/ private persons be got vacated or regularized for usage or ask them to pay the rent as per the notification issued by the Home department from time to time as per the relevant market rates.
This did not pacify an agitated Ganai who wanted assurance of the minister. Veeri assured Ganai that he would see where Wakf land has been encroached in Poonch and ensure that all measures are taken to either retrieve the land or get adequate rent for the occupied land or atleast get the land regularised with the department. This pacified an agitated Ganai.
Meanwhile, Minister for Agriculture Ghulam Nabi Lone Hanjura while replying to a question by Qaiser Jamsheed Lone said that an amount of Rs. 67.21 lakh has been spent under District Plan, BRGF, BADP and Technology Mission in Lolab constituency during last three years. Lone said that the expenditure under Command Area Development (CAD) during last three years includes Rs. 21.89 crore in 2011-12, Rs. 29.80 crore in 2012-13 and Rs. 22.47 crore in 2013-14 in Kashmir Division.
While replying to a supplementary to the main question, the Minister said that CAD is a farmer friendly scheme and assured measures will be taken to enhance the funds. Minister for Education, Naeem Akhtar while replying to a question by Sajjad Ahmed Kichloo in the Legislative Council today said that an amount of Rs. 693.43 lakh has been incurred on various construction works for University Campus Kishtwar.
Minister said that presently the Kishtwar campus functions from the old DITE building, spread in an area of 38 kanals. He said additional land measuring 101 kanals at Tingren Mohra (Hundri) Kishtwar has been identified and notified by the District collectorate for transfer to the University of Jammu for establishment of Kishtwar Campus. Minister for Transport, Abdul Ghani Kohli while replying to a question by D. S. Oberoi in the Legislative Council today said that Motor Vehicles Department has already issued instructions regarding installation of functional electronic fare meters.
Minister said that the department has authorized Radio Taxi Service for operation within the Municipal limits of District Srinagar. These vehicles do posses company fitted Electronic Fare Meters and Operation of this service has proved public friendly. Similarly measures are being taken in District Jammu for the convenience of general public. Minister said that all boards of inspections located in every district have been impressed upon not to issue fitness certificate to any auto-rickshaw unless fitted with functional electronic fare meter duly sealed and calibrated by the Weights and Measures/Legal Meteorology department.
Minister for Rural Development and Panchayati Raj, Abdul Haq Khan while replying to a question by Showkat Hussain Ganai said that the Data Entry Operators and Technical Assistants engaged in MGNREGA under Ghram Rozgar Sahaik shall continue as part of the scheme till it continues. The Minister said that creation of post of Data Entry Operator and Technical Assistants are being engaged as per guidelines of the scheme. He said the cost of their remuneration is also a part of 6% of the Administrative component released under MGNREGA.
Minister of State for Public Health Engineering and I&FC, Abdul Majid Padder, while replying to a question by Sofi Yousuf said that the erosion occurred due to heavy flow of water in Nallah Lidder from Langasbal to Srigufawara due to floods of September, 2014. Minister said, for construction of protection bunds on Nallah Lidder, a Detailed Project Report amounting to Rs. 16.56 crore for Lidder Nallah under Flood Management programme (FMP) was prepared and approved under 8th Technical Advisory Committee (TAC).
In reply to another question by Surinder Choudhary, Padder said that despite best efforts, the department is not in a position to lift the required quantity of water mainly because of power problems in Nowshera-Sunderbani assembly segments. He said that 83 water supply schemes have been implemented in Nowshera constituency so far, besides, work on 3 filtration plants at Bari-Pattan, Kaisian and Dandani is in progress and 2 filtration plants at Bhawani and Chowarian Sunderbani shall start soon.
