Complete cacophony in LA, LC over Union Power Minister's refusal to handover NHPC projects to J&K

Jammu, Mar 27: A day after Union Power Minister Piyush Goel struck down the demand of handing over of two power projects 480 MW Uri and 390 MW Dool Hasti to state of Jammu and Kashmir, both Jammu and Kashmir Assembly as well as the Council witnessed complete acrimony forcing the Speaker and Chairman to adjourn both Houses several times.
As soon as the proceeding of the Jammu and Kashmir Assembly began, former Chief Minister and leader of opposition in Assembly Omar Abdullah, Congress leader Ghulam Mohammad Saroori, Nawang Rigzin Zora supported by several others stood up and accused the government of misleading the House by making false promises in Governor's address. Union Minister has said all this in his written reply to a question asked by PDP MP Tariq Hameed Karra in the Parliament.
While leveling allegations on PDP-BJP government Omar Abdullah said that government of Jammu and Kashmir not only misled the House, but also misguided the Governor who in his address clearly said that modalities are being worked out for transfer of Dool Hasti and Uri power projects to state, adding that "Modalities" mean that everything has been decided and it was only a formality to transfer both the projects to the state.
"The Union Power Ministry has said it can't transfer power projects owned by the National Hydroelectric Power Corporation (NHPC) to Jammu and Kashmir, citing "legal and financial problems." said Omar Abdullah. He said that Union Power Ministry in reply to the question of PDP MP has also said that the recommendations made by the Rangarajan Committee and several other panels haven't been accepted by Government of India as the transfer of projects is likely to entail considerable financial, non-financial and legal problems.
After Omar's statement, both NC and Congress MLAs along with some Independent MLAs joined Omar Abdullah and started raising anti government slogans after Speaker Kavinder Gupta rejected the adjournment motion moved by Congress MLA Ghulam Mohammad Saroori to discuss Union Government's refusal.
Following uproar, Dy CM Nirmal Singh who is also the Power Minister in Jammu and Kashmir government said that PDP-BJP government was committed over the issue of returning of power projects to state.
"Media report could be wrong-we will confirm it from the center and will issue a statement on it" said Nirmal Singh added that the reply given by the Union Power Minister to the question of PDP MP could have been finalized on a back date--- the date prior to the Common Minimum Program reached out between BJP and PDP" Singh advocated.
Not satisfied with the answer of Dy CM, both Congress as well as NC MLAs led by Davinder Rana trooped into the well of the House forcing the speaker to adjourned the house for 10 minutes at 10.14 am, the first adjournment since the Budget Session began on 17th of March 2015.
As soon as the Assembly resumed its functioning, NC-Congress candidates once again resorted to anti government sloganeering and entered into a melee with Assembly watch and ward staff a result of which NC MLA Abdul Majid Larvey received minor injuries in his shoulder. The opposition MLAs continued to protest and threw papers towards the Chair. The Speaker ordered to marshal out the MLAs twice, but in the scuffle with Marshals, NC legislator Davinder Rana fell on the table, but escaped unhurt as the table broke into pieces forcing Speaker to adjourn the house 2nd time for 5 minutes at 10.48 AM and similar scenes were repeated by the opposition MLAs as soon as the house resumed, forcing the speaker again to adjourned the house at 11.12 AM till 3 PM.
During all these hours of chaos and uproar, MLAs from treasury benches and opposition benches leveled allegations on each others.
"We are trying to get back whatever you sold off--- It was Dr. Farooq Abdullah who handed over state's power projects to former Union Minister Kumaramangalam within two hours--- it will take some time to get back what Dr. Abdullah sold--- have a chill and wait for sometime--- we are sure to get these power projects back" shouted BJP & PDP MLAs amid uproar in the Assembly. They also shouted that NC-Congress were afraid of exposing of corrupt practices committed by them in last six years and are trying to cover these scams by resorting to hooliganism. Reacting to PDP-BJP allegation, Congress-NC MLAs accused both parties of selling out people's mandate for the sake of power.
After almost three hour long break, the house resumed its functioning at 3 PM, but the same scenes were repeated by the NC-Congress MLAs, but the speaker continued the house proceedings and allowed to pass the grants through voice vote at 4.45 PM before he announced the end of today's proceedings. Similar scenes were created by NC and Congress MLCs in Legislative Council.
