Jammu, Mar 28: Despite the formation of various advisory boards to attract voters belonging to SC, ST and OBC, by the previous state government, the fact is that no survey has been conducted for identification of beneficiaries under various schemes launched for development these communities. According to CAG report, no survey for identification of beneficiaries had been carried out by the Jammu and Kashmir Scheduled Castes, Scheduled Tribes and Other Backward Classes Development Corporation Limited (SCSTOBCDCL). Moreover the corporation had not finalized its account since 1997-98 .CAG revealed that the Corporation had not carried out survey for identification of beneficiaries. "Due to under-utilization (ranging between 17 and 57 per cent) of funds received from Apex Corporations, unspent balances had increased over the years resulting in creation of liability of Rs 33.48 lakh on account of non-utilization charges and liquidated damages", CAG divulged. CAG further said that non-recovery of amounts due from the beneficiaries resulted in accumulation of overdue of Rs 42.45 crore payable to Apex Corporations. CAG report also reprimanded that Jammu and Kashmir State Women's Development Corporation Limited for not achieving its loan disbursement targets during the period from 2009-10 to 2013-14 as there was shortfall (ranging between 8 and 51 per cent) in disposal of loan applications and further delays after sanction of loan. "The recoverable amount had increased from Rs 48.83 lakh to Rs 96.75 lakh during last five years", the report read. It is pertinent to mention here that the previous regime in state, had formed of various advisory board attract voters including SC, ST, OBC and other advisory boards focusing on vote bank, but forgot to do justice with socially, educationally, politically and economically deprived section of society in state. |
