NC-Congress double standard over transfer of NHPC run projects to Jammu and Kashmir

Jammu, Mar 28 : When the opposition National Conference and the Congress kicked up an uproar and disrupted the proceedings of the state Assembly on Friday leading to the adjournment of the House,they were protesting against the entral Government's refusal to handover to the state Government those power projects,which were built and were being run by the NHPC.This is one part of the story.
The other two parts of the story seem to be more interesting than the first. In 2009 the then Chief Minister,Omar Abdullah,who headed the Power Development Corporation, had decided to handover 450 MW Baglihar power project to the NHPC for maintenance and for operation for which the NHPC was to charge Rs.120 crores from the state Government.This decision was taken by the Board on April 15,2009. Whether the Board's decision was implemented or not is not important but what it is important is the mind set of the previous Government It was during the initial stages of the previous Congress-NC coalition Government that then then senior Minister,Taj Mohiuddin,had voiced the demand for returning to the state Government all those power projects being run by the NHPC.The demand had kicked up conflict between the state and the central Government then.If Omar Abdullah led the protest demonstrations within the well of the Assembly on Friday against refusal of the centre to handover to the PDD all the NHPC run power projects why did he not register his strong protest to the Congress led UPA Government when Omar was chief Minister for six years ?
Yes, the only argument that can be dished out by Omar Abdullah in support of his current st and and the one that he took when he headed the Government.If he did not press for handing over to Jammu and Kashmir Government all the NHPC run power projects he did so to retain power.And if he,as Chief Minister,gave his nod for allowing the NHPC to run the Bhagliar power project he did so because he did not trust the team of state engineers technicians for keeping the power project functional. He okayed transfer of Bhagliar power project to the NHPC for maintenance because of the financial crunch which could have affected maintenance. All this he did as man in power,as politician heading a coalition Government. And if he is now part of the commotion on handing over to the state Government the NHPC run power projects he is so because he heads the opposition in the state Assembly. Despite the fact that the state Government has informed the House that the centre's reply to the demand for handing over NHPC run power projects to the state Government came days ahead of the formulating of the Common Agenda still the opposition tried to force the speaker to adjourn the House thereby preventing day's proceedings to get completed And the PDP-BJP coalition Government is committed to get these power projects back so that the state does not face energy crisis.Well let the st ate unit of the Congress and the National Conference first understand one major question.Are the resources,technical expertise sufficient with the PDD which can enable it to run all the major NHPC run power projects ? Well judged by the quality of maintenance and the operation of those power projects that are run and maintained by the state Power Development Department one doubts the capacity of the state Government to run those projects which are being maintained by the NHPC. And no wonder the state Government seeks additional funds from the centre for maintaining and running the power projects that were to be transferred to the state sector.Instead of demanding transfer of the NHPC run projects the state Government could demand greater share from these NHPC run power projects and payment of annualcompensation in lieu of heavy losses the state suffered owing to the restrictions imposed by the Indus Water Treaty of 1960 in utilsing fully the water potential for power generation and for lift irrigation.
