Is MGNREGA serving its purpose in J&K?
11,51,785 job cards with over Rs 19.43 lacs beneficiaries in J&K

Jammu, Mar 28 : Despite having minimum ratio of 1.68 persons /job card in Jammu and Kashmir, the condition of the poor people coming under the ambit of MGNREGA, an act that guarantees 100 job days to each job card holders @Rs 157/day in 2015-2016 financial year against Rs. 145/day last financial year hasn't witnessed any change despite the fact that majority of the job card holders have received Rs.14500 last year.
The minimum job card ratio between the beneficiary and the job card holder raised the suspicion whether all job cards (11,51,785) in state or Jammu and Kashmir are genuine?; particularly in wake of Kishtwar job card scandal detected by former ADDC Kishtwar Dr. Jantinder Singh in 2011-2012. As per the details available with "Early Times", the Government of Jammu and Kashmir, Department of Rural Development and Panchayati Raj in response to a question of MLA Dina Nath Bhagat regarding the details and formalities required to be completed by the laborers in order to get the benefits under MGNREGA scheme stated that Jammu and Kashmir has total 11,51,785 jobs cards with 19,43,333 beneficiaries in 22 Districts of Jammu and Kashmir.In reply of the question, Additional Secretary to Government Department of Rural Development and Panchayati Raj on behalf of RDD Minister stated that there are no formalities either written or otherwise which a laborer has to essentially fill to benefit under MGNREGA scheme, however, the conditions which make a laborer eligible for availing benefits of MGNREGA include that he/She should be resident of Panchayat, should be willing to do unskilled manual work, has to apply for job card, which is provided free of cost, and has to demand work and for wage payment laborer should have a bank account. The reply further added that no amount is lapsed under MGNREGA and termed as a continuous demand driven process and the amount remaining unutilized in a financial year constitutes the Opening Balance of the succeeding year. As per the details provided by the Additional Secretary to Government Department of Rural Development and Panchayati Raj The scheme is demand driven, for the approved allocation of Rs. 79937.07 lacs during the year 2014-15, the State received Rs. 52171.08 lacs only, of which the availability with the department is Rs. 41315 04 lac and the expenditure (till February ending 2015) is Rs. 36649.53 lac which commensurate with the availability. The state has total 11,51,785 job cards with 19,43,333 beneficiaries in over all 22 Districts of Jammu and Kashmir and as per the district-wise the number of beneficiaries since its implementation in the State (ending February 2015) is mentioned her under as pertable.
