Jammu, Mar 28: The people of Jammu region and victims of Pakistan-sponsored cross-border terrorism all through advocated the need for adopting stringent anti-terror laws. They always believed that the existing laws were inadequate to deal with the situation that prevailed in the state after 1989, when secessionists and terrorists rose in revolt against India demanding separation of Jammu and Kashmir from India. Actually, they were of the view that Jammu and Kashmir didn't have a single anti-terror law and that the formation of the BJP-led NDA government at the centre would enact new anti-terror laws to meet the challenge as posed by Pakistan, mercenaries and Kashmir-based terrorists, extremists and separatists.
But the CMP of the PDP-BJP turned out to be essentially pro-separatist. It said the situation in Jammu and Kashmir has improved and the coalition government would examine the need and desirability of all the special laws (in this case Armed Forces Special Powers Act, Public safety Act and Disturbed Areas Act) being applied to the state in view of the improved situation.
"The situation in the State has improved vastly and to build greater public confidence in its sustainability, people of the State must be able to get the peace and normalcy dividend. In this context, the coalition government will thoroughly review the security situation in the state with a view to examine the need and desirability of all the special laws being applied to the state in view of the situation which is improving. While both parties have historically held a different view on the Armed Forces Special Powers Act (AFSPA) and the need for it in the State at present, as part of the agenda for governance of this alliance, the coalition government will examine the need for de-notifying 'disturbed areas'. This, as a consequence, would enable the Union Government to take a final view on the continuation of AFSPA in these areas", the CMP says.
What lays enshrined in the CMP in this regard is not consistent with what the BJP had all through advocated and fought for. It has offended the people of Jammu region and others who suffered immensely during all these years of secessionist violence to the extent that they are terming the "BJP as the other face of the Congress party that acted as B-team of the National Conference". What offended the people of Jammu region all the more was the withdrawal of the Army from the Bani area in Kathua district of Jammu region in a "hush hush manner". The withdrawal of the Army from the Bani area has created a sense of insecurity among the people of the area. They are holding protest demonstrations and saying the withdrawal of the Army from the area would only help anti-India forces to use this area to escalate anti-India operations. "The area is very sensitive from the security point of view. It is disturbing the BJP-led government at the centre allowed the Army to move out of the area and that too at a time when Pakistan struck at the Rajbagh Police Station in Kathua district and Army camp at Samba in the adjoining Samba district, which resulted in the martyrdom of two CRPF personnel, one police man and two innocent civilians," the angry people of the area have been saying.
Surprisingly, the local Congress leadership has also opposed the withdrawal of the Army from the area and accused the BJP of "endangering national security". As far as the National Panthers Party is concerned, it has unleashed a relentless campaign against the BJP. Its chief patron Bhim Singh has even gone to extent of terming Prime Minister Narendra Modi as "anti-national" and appealed to the people of Jammu regions, including intelligentsia and youth, to come on one platform and launch a struggle against the BJP, which is sharing power with the PDP in the state. He and other National Panthers Party leaders have said that the situation in Jammu and Kashmir is grave and if the people of "Jammu Pradesh" are to live in a secure environment, they have to work for the reorganization of the state so that "Jammu Pradesh becomes independent of Kashmir for all practical purposes". Besides, the national Panthers Party, several other smaller political groups and Jammu-based formations like Jammu Pradesh United Front have also upped the ante against the BJP and leveled very serious charges against it. "The BJP has sold out the national interests and bartered Jammu for the sake of power," they have been saying.
The fact is that a large number of political parties, including even the Congress, have been accusing the BJP of "selling out" the interests of Jammu. More importantly, there are many in the Sangh parivar who are also expressing themselves against the CMP and questioning those who formulated it. (To be continued)
