Medical education minister changes, influential doc remains untouched 3/29/2015 12:22:30 AM Early Times Report JAMMU, Mar 28: Favourites of an ex-Congress leader and controversial ex-Minister for Medical Education Taj Mohiuddin continue to rule the roost. If sources are to be believed, what to talk of reforming health and medical education department by taking extraordinary measures, favourites of Taj Mohiuddin have now allegedly started claiming of proximity with the incumbent Health and Medical Education minister. Of many who are these days claiming proximity, sources said that Dr Dharminder, who is Professor in the department of cardiology, has been claiming in public that he is a family member of Health Minister's family. They added that Dr. Dharminder has always managed to enjoy close proximity with the previous Health and Medical Education minister. Sources asserted that Dr. Dharminder has had sharp meteoric rise owing to his proximity with ministers and bureaucrats. According to sources, Dr. Dharminder was appointed as Assistant Surgeon in August 2005. They added that he did MD from SKIMS and DM on an extra-seat and that too without appearing in the entrance. He became a b-grade specialist on June 16, 2009 and was appointed Lecturer in the cardiology department on December 4, 2012. He was made Assistant Professor in his own pay and grade in March 2013, a claim which was not accepted by the public service commission. Yet Dr. Dharminder continues working against the senior positions in the Super Specialty Hospital, (SSH) Jammu in a brazen violation of rules and despite the rejection of their promotion as Assistant Professors by Public Service Commission. Dr Dharminder is Assistant Professor in the cardiology department despite the fact that he was not cleared by Jammu and Kashmir Public Service Commission (JKPSC) as he was not fulfilling the criterion. Dr Dharminder Kumar of Cardiology was promoted as Assistant Professors on 14th March, 2013 for a period of six months, subject to clearance of the PSC. However, PSC turned down the proposal, as Dr. Dharminder was not fulfilling the promotion criteria. The panel which turned down this proposal was headed by ex-PSC member Kulbhushan Jandial. However, this did not deter the then minister Taj Mohiuddin to have these two doctors designated as Assistant Professors. Acting over and above the powers vested in him, the then Health and Medical Education Minister Taj Mohiuddin approved the promotion of Dr. Dharminder despite being clearly directed by PSC not to do so. Now, the same doctor who was favourite of Taj Mohiuddin is claiming of being close to another minister and saying in public that he would soon be holding an important position.If the doctors in the medical college are to be believed, Dr.Dharminder has never held any important position neither has he done any research nor published any paper nor has he done any procedure. There are allegations that he has remained on unauthorised leave for a long time and later, managed to get the same approved.
