With Pak backing separatists plan fresh stir in Kashmir

vitation from Pakistan High Commis
sioner in India,Abdul Basit,one in August last and the other on Pakistan Day recently Kashmiri separatists have started coming out of their hibernation to register their presence and relevance as far as the Kashmir issue is concerned.By travelling to New Delhi on the invitation from the Pakistan High Commissioner these separatists have experienced what is called a boost in their morale which had been since the completion of the Lok Sabha and the Assembly election which registered very high polling percentage.And political pundits were quick to comment that the separatists had lost their political sheen and relevance because their repeated calls for poll boycott had found no response from the people in the Kashmir valley.It is a different story whether the separatists did not enforce their call for poll boycott because they did not want the BJP candidates,fielded from some constituencies in the Kashmir valley to win on the strength of the votes from Kashmiri Pandit Voters.Had they this plan in mind they should have withdrawn their call for poll boycott and convey to the people in the Kashmir valley to come out in large numbers of vote so that the BJP candidates filed to secure a win.Yes,not a single BJP candidate could win a seat from the Kashmir valley because the votes polled by Kashmiri Pandits paled into insignificance because of high polling percentage.
For several other reasons too separatists in the Kashmir valley had lost their verve and value and had not Pakistan started providing political patronage to these separatists they would have ceased to be a force by now.Now that they are back on the stage in Kashmir they have started preparing themselves for launching a number of campaigns.They plan to lead protest rallies on one pretext or the other.Though there is no love lost between the moderates and the hardliners among the separatists but both the factions have been preparing for organizing protest rallies,shutdowns and hartals.As far as the hardliners,headed by Syed Ali Shah Geelani,are concerned they plan to make an issue out of the reported plan of the Government to grant citizenship rights to the refugees from West Pakistan who ar e settled in Jammu for the last several years.These hardliners have not spared even Chief Minister,Mufti Mohd.Sayeed,who has been supporting the idea of resumption of the process of dialogue between the Government of India and the separatists when they blamed the Mufti for trying to play the second fiddle toBJP's idea of granting citizenship rights to the West Pakistan refugees.They have gone to the extent of suggesting to the Mufti that in case he was for permanent settlement of these refugees from West Pakistan he should persuade the Government of India to settle them in other states,including Punjab,Haryana and Rajasthan.
And the moderates,headed by Molvi Umar Farooq,are agitated over the latest statement of Government of India that separatists are a third party to the Kashmir issue.These moderates among the separatists want that they too should get the title of being first party to the dispute.And hence to force the Government of India to alter its stand themode rates plan to launch a valley wide campaign and that may include protest rallies and shutdowns.Whether it is agitation against reported plan ongranting citizenship rights to west Pakistan refugees or against India treating separatists as third party to the dispute there are chances for derailment of peace.This is what separatists want. Over the years these separatists have learnt that peace is their enemy and violence and civilian strife sustain their importance and relevance.And if the separatists plan to agitate for involving them in talks between India and Pakistan for settling the Kashmir issue they have felt encouraged by Islamabad which has supported their participation in the talks.These separatists know it that interaction with a small fry from Pakistan makes them relevant in Kashmir whereas their meetings with Indian bureaucrats do not allow them to gain political weight. Hence they want to have a session or two with either Prime Minister,Narendra Modi,or a group of central Ministers deputed by Modi which alone could help them regain their import ance.
