Govt assures multi pronged initiatives to eradicate corruption from Rev, RDD & Police
Corrupt, Non performing officials to face action

Jammu, Mar 28: The government has assured major initiatives to eradicate the menace of corruption from the government departments including Revenue, Rural Development Department (RDD) and Police. In a written reply to a listed question of MLA Ravinder Raina , the government stated that besides strengthening the existing Anti-Corruption institutions, it will adopt various measures to curb the menace of corruption in the Government, which include the Revenue, RDD and Police Departments. These measures inter alia, shall also include encouraging the honest and weeding out the corrupt, non-performing and inefficient officers/officials from Government Service, in terms of Article 226 (2) of J&K CSRs, fixing of tenure for all officers/officials in these departments as per transfer policy and norms of the Government, eliminating corruption by making all government-public interfaces non-discretionary, criteria based and transparent, focusing on re-enforcing accountability and transparency in the administrative system by taking help of technology/computerization, strengthening & monitoring of institutions like DVOs, Grievances Cell, RTI Act/official websites of the departments, creating of cells to ensure timely disposal of cases/files at various levels in organizational hierarchy of the departments and placing of an institution of ombudsman both for Panchayat and MGNREGA at District level; State Quality monitors to be engaged to look into the implementation aspect of the flagship schemes, Preparation of Citizen charters, Computerization of land records under NLRMP to be started from two districts i.e. Jammu and Srinagar for computerization of records. This will reduce the manual work and people can have access to records through designated kiosks or online, carrying out of Administrative inspections, Audits and Inspections at field levels, delegating more powers to the subordinate officers for making them accountable and reducing red tapism.
The government also claims that consideration of fixing a time line in order to expedite the pending investigations related to corruption in the departments will be fixed as 2 months for Verification, 3 months for Joint Surprise Checks and one year for FIR cases. The government plans to vest powers to approve the mutation of oral gift with the higher authority not below the rank of Deputy Commissioner concerned where the oral gift is to be made to any person or institution outside the blood relation, the prior approval of the Government in Revenue Department for carrying out the mutation by the Deputy Commissioner must be made mandatory.
In order to keep check on corruption in police, the government contemplates constitution of Special Teams for monitoring and inspection of works and taking samples of undergoing works to improve the quality of works, expediting all pending complaints related to corruption referred to the Departmental Vigilance Officers in a time bound manner to enhance accountability and transparency, considering of bringing more services under the ambit of J&K Public Services Guarantee Act in the departments and to take steps for providing awareness among people about the J&K Public Service Guarantee Act and J&K Right to Information Act, steps to be taken by Home Department for switching over to transparent recruitment process and important regular Public gatherings will be held by these Departments to redress the grievances of the people, beside the stress will be laid on holding of review meetings on crimes on regular basis by the Home Department to ensure speedy investigation of cases registered in any Police Station.
