Omar Govt failed to check mushroom growth of study centers
KU refuses to entertain degrees acquired through distance mode

Srinagar, Mar 29: The ousted National Conference-Congress regime not paying much heed towards the higher education sector from 2009 to 2014 led to mushroom growth of study centers across Jammu and Kashmir. Various universities offering degrees through distance mode opened their centers at different places and enrolled hundreds of students promising them lucrative careers and jobs.
During the past six years these study centers and universities have produced an army of graduates and post graduates and they are running from pillar to post to pursue their higher studies or get a suitable job.
In 2014 Equivalence Committee University of Kashmir (KU) decided that students who acquire their degrees through distance mode should not be allowed to pursue higher studies in KU as such candidates don't do any lab or practical work.
The fate of many candidates, appointed in the government sector on the basis of the degrees acquired through distance mode, hangs in balance as in many cases their appointment has been challenged by the job aspirants who completed their degrees through regular universities.
On the other hand KU's wavering policy too has added to the confusion among the student fraternity. Just a few months before KU had issued a circular stating: "Degrees awarded by IGNOU and by other Open and Distance learning universities/institutions duly recognized by the UGC shall be considered as equivalent to the corresponding degrees of this University."
However, the Equivalence Committee of the KU decided not to entertain the students who complete their degrees through distance mode. "This issue was brought into the notice of the previous regime led by Omar Abdullah but people at the helm did not pay any heed towards this problem due to which career of many students stand ruined," said a professor.
Sources told Early Times people running the study centers managed to grease the palms of the concerned officials during the past six years and minted money on the name of providing quality education. "People at the helm maintained silence as they received their due share," they alleged.
An official wishing not to be named said that there is "big mafia" operating on the name of providing education in JK and it enjoys political patronage. "There is no doubt about the fact that people acquiring degrees through distance mode is a routine practice and these degrees are considered valid all throughout India and other countries. In JK people at the helm failed to devise a proper education policy which allowed people with the vested interests to open small study centers without proper infrastructure and practical facilities and students are paying the price for no fault of theirs," he added.
The official said that previous regime slept over the issue and failed to act against the people who lured gullible students by selling dreams. "There is a reason for JK government not entertaining these degrees as it's there are no job opportunities for the educated youth who acquire degrees through regular universities. Had there been avenues and resources there was no harm in entertaining the students who acquire degrees through distance mode," the official added.
A professor from KU said that new government should formulate a comprehensive higher education policy if jobs cannot be provided to the students who acquire their degrees through distance mode then these study centers should be closed once for all rather than beating round the bush. "Allowing these study centers to function can prove disastrous," he added.
