Mufti's success banks on quantum of Central funds for flood hit people | | | When Chief Minister Mufti Muhammad Sayeed said the other day that his government would pursue the proposal of previous state government with Government of India for the rehabilitation of flood-affected people. he seemed to be correct in his assessment because the local resources available with the successive state Governments have not and do not allow the state to carry out proper rehabilitation of flood affected people and that too when the devastation has been on a major scale.Mufti Sayeed has said his government would put in concrete terms the proposal submitted by the previous government led by Omar Abdullah."Last government had put a proposal of Rs 44,000 crore for the rehabilitation of the flood victims and we will pursue it strongly," the Chief Minister said.Last year in September, Kashmir was hit by one of the worst-ever floods in its history in which 300 people had died and property worth billions of rupees damaged.Mufti said Union Cabinet Secretary Ajit Seth held an hour-long video conference with State Chief Secretary Muhammad Iqbal Khanday and promised immediate release of Rs 200 crores for interim rescue and relief operations in the State.Although seven months have passed since last year's floods, the Central Government has not so far released the amount meant for rehabilitation of flood-affected people. Well the Government of India,reports indicate,believes that the assessment report on losses incurred by people in Jammu and Kashmir has been prepared in the Civil Secretariat without officials visiting the affected are as for proper survey after interacting with the flood affected people.If this is the contention of the central Government it could have either released part of the money for rehabilitation of flood affected people and for rehabilitation of those families who lost their houses in landslides. Or asked the state Government to submit a new proposal.In fact it was the need of the hour for the PDP-BJP coalition Government to prevail upon the BJP led Government in the centre to release some money for carrying out rehabilitation of those affected by September 2014 floods.Now that the Central Government has delayed releasing money for rehabilitating those affected by September 2014 floods the current damage caused by flash floods naturally may add to the responsibilities of the Government of India for fulfilling its commitment on providing succour to the affected people.There would have been another way open to the Central Government if it had doubts about the loss assessment report having been submitted by the NC-Congress coalition Government.However, the centre could have taken recourse to another option had it banked on the World Bank report on losses suffered by people in Jammu and Kashmir on account of September 2014 floods. If the current flash floods caused some damage in the state of Jammu and Kashmir it was the result of lack of effective flood control policy or plan.Whatever plan has been formulated it had been done decades ago.The situation has materially changed in the Kashmir valley with its rivers and lakes having suffered erosion of their bank.These lakes and rivers stand polluted and have lost their water in take capacity because of rapid siltation.The Anchar lake is lost to encroachment and one witnesses construction of housing colonies on its banks and bed.The Dal lake stands squeezed so is the river Jehlum.Time has come for Mufti Sayeed to mount pressure on the Government of India so that part of money required for implementing the rehabilitation plan on flood affected people was released failing which not only the PDP_BJP ruling coalition but alo the BJP led NDA Government may face peoples' ire of the type the NC-Congress faced when the two were voted out of power by the people.Hence Mufti's success depends on the support of the BJP led NDA Government to the former's rehabilitation plan of flood affected people. |
