The Mufti led government had recommended the new panel for PSC which included Latief-Un-Zaman- Deva, the acting vice chairman of the Lakes and Water Works Development, for the post of chairman, Prof Rishi Dogra, former Registrar of Baba Gulam Shah Badshah University, Mushtaq Wani, former college principal, Prof Indu Kilm, a scholar and academician, retired IAS officer GR Bhagat, and senior KAS officer Munshi Muzaffar Hussain. Two members recommended by the new government retired IAS officer G R Bhagat and Prof Rishi Dogra, former registrar of Baba Gulam Shah Badshah University have come under scanner. Rishi Dogra, a KAS officer of 1984 batch, displayed his non seriousness towards his duty as he remained absent from duty for four years. Informed sources said that during that period, he opted for academic profession and devoted his time in an institution reportedly run by his cousin at Katra. He rejoined police as he enjoyed good relations with the politicians. He joined BGSBU on deputation and retired as SP. After his retirement, he started devoting his time for university. It is also alleged that how a SP rank person is to be member of prestigious PSC. However, if his 1984 batch mates are to be believed, Rishi was a bright person and was not interested in Police. Owing to his brightness, he was sent to BGSBU. Another candidate G R Bhagat, was recommended by the NC government because of his loyalty to the party as he made various tours with the party workers to strengthen the NC at grass root level. Bhagat, after his retirement had joined the National Conference at the party headquarters at Sher-i-Kashmir Bhawan in Jammu but on the same evening he issued a statement dissociating himself from the party. |
