Acid attack: HC grants 2 weeks time to Govt for compliance of orders

Srinagar, Apr 18: The state High Court has directed government to comply with its orders regarding payment of expenses to hospital authorities for the treatment of the victim of last year's horrendous acid attack here.
In case on noncompliance of its orders, a division bench of the court comprising Justice M H Attar and Justice B S Walia directed Chief Secretary to appear in person on next date of hearing.
"The respondent authorities have failed to comply with the orders dated 24.02.2015 and 10.03.2015," the bench said while hearing a Public Interest Litigation filed by Kashmir High Court Bar Association. The DB had directed state government to make direct payment to the hospital authorities where the victim, a law student, was undergoing second phase of the treatment. "It appears that respondent authorities have not exhibited the required urgency in seeking the information from the authorities of the Apollo Hospital, Chennai, about the amount received by them in the second phase of treatment of the victim of acid attack," the bench said.
Additional Advocate General Reyaz Ahmad Khan requested for extension of time by two weeks so as to enable the authorities to comply with the court orders.
"In the facts and circumstances of this case, we extend time by two weeks for compliance of the court orders, failing which respondent No.1 (Chief Secretary) to appear in person on the next date," the court said. On February 24, the petitioner's told the court that the hospital authorities have informed the victim that the expected expenditure for second phase treatment would be Rs. 13 lakhs.
"The state to confirm about the same and pay the required amount directly to the authorities of the hospital," the DB had said.
Earlier on December 30, the court had asked government to seek information from hospital authorities about the amount which has been spent and would require to be spent on the treatment the victim.
The law student was grievously injured in the attack near Nowshehra Srinagar on December 11 last year. Later, police arrested Irshad Ahmad Wani and Mohammad Omar for their alleged involvement in the attack.
