Government fails to act against land grabbers in Samba
Mafia occupies 344 kanal of I&FC deptt

JAMMU, Apr 18: As government is finding it hard to tackle the continuous flood threat looming large over Jammu and Kashmir, the land encroached by the encroachers in and around the flood control channels is not allowing the authorities to strengthen the river embankments.
In one such act land mafia has encroached approximately 344 kanal of land belonging to Irrigation and Flood Control Department at village Moza Rakh Rajpur in Samba district near Vijaypur. The local administration has failed to act against the encroachers who have illegally constructed 536 structures on Kharsa No. 1734 belonging to Irrigation and Flood Control Department.
As per the details available with "Early Times" the issue came into the notice of former Additional Deputy Commissioner Samba Rajesh Kumar Shavan some two years ago who without wasting any time initiated an inquiry into the encroachment of the government land but he was transferred soon after he (Shavan) ordered an inquiry against the land grabbers. He was posted as Regional Director Land Records and Survey Jammu.
After assuming the charge of Director Land Records and Survey Jammu, R K Shavan proceeded with the inquiry into the alleged case of land grabbing through Tehsildar Settlement Vijaypur, who in his report identified 536 structures constructed on the piece of land illegally and after demarcation it was found that the land falling under Khasra No. 1734 belongs to Irrigation and Flood Control Department.
On the basis of its investigation, Director Land Records and Survey who is also Ex-Officio Settlement Officer, Jammu brought the matter into the notice of Deputy Commissioner Samba vide his letter No. 05-10/RDSLR/J/13/PA dated 25-11-2013 titled as "Encroachment over Government Land falling under Kh.No 1734 near Balol Nallah of Village Moza Rakh Rajpur Samba."
In his letter, Director Land Record and Survey informed DC Samba that "Though undersigned as the then ADC Samba was entrusted to find out the number of encroachers over the government land near Balol bridge, the same has been completed by Tehsildar Settlement Vijaypur as the area falls under his jurisdiction as well."
The Tehsildar Settlement Vijaypur has identified 536 structures illegally built over Khasra No. 1734 at village Moza Rakh Rajpur Samba wherein approximately 344 kanal of land has been encroached".
The officer in his letter to DC samba has also mentioned about the political pressure put on him by the local leaders who are trying to influence him to get the things in favour of encroachers, but the honest officer ignores the same and complete the task even after his transfer.
"This encroachment has not allowed Irrigation and Flood Control Department to put permanent boundary pillars around the land," reads the survey letter.
"Therefore now the Superintending Engineer Irrigation and Flood Control Jammu should be advised to put men and machinery on the job and the area demarcated be delineated on ground by fixing concrete
Pillars," the letter adds.
The Director Land Records and Survey also requested DC Samba to initiate further action for removal of encroachment to save the government land from encroachers and also submitted the list of the encroachers to DC Samba, but even after 17 months since Director Land records and Survey informed the DC samba about huge encroachment of government nothing has been done so far.
