Early Times Report

Srinagar, Apr 19: In order to ensure quality education and accountability of teachers in government schools, Bandipora district administration, on the instructions of Education Minister Naeem Akhtar, has launched a 'New Leaf Initiative' wherein officers visit more than a dozen schools every day.
The district administration led by Deputy Commissioner Bandipora Dr Shah Faesal has set up a team of 13 officers called 'Educational Observers'. Their job is to visit government-run schools particularly primary and middle schools located in the territorial jurisdiction of Bandipora district.
Each group is led by two officers who ask the government teachers to ensure that students learn basics like subtraction, multiplication, division, names of fruits, vegetables, seasons, etc. Besides, the 'observers' impress upon the teachers that all the students should at least read their textbooks.
The teachers have to make sure that the students from Class 3 to 8 learn these things within a week. After one week the teachers are given another task. If the teachers fail to ensure their students learn these things, they are taken to the task, which even can lead to their suspension.
It may be mentioned that most of the students in government schools in Bandipora cannot even read their own textbooks.
Best part of this unique exercise is that the Education Minister Naeem Akhtar himself is monitoring the daily progress of this initiative.
"The first week of teaching activity for 50 inspected schools is about to close; now the teachers have to work extra hard to make it work," reads a Facebook post on 'Voices of Bandipora' which is an official page of Bandipora district administration specially created for this educational Initiative.
The district administration updates this post on daily basis and in the upcoming days district authorities are coming up with Activity Based Learning (ABL).
These suggestive activities are based on the prescribed J&K syllabus to make the teaching and learning process more interactive and fruitful. "But first hurdle is to ensure that our students get their basics right," reads the Facebook page.
The district administration Bandipora has roped in ALOHA group which will impart mathematics training to the elementary school teachers within few days
The members of the team include DC Bandipora, Additional DC , Assistant Commissioner, District Panchayat Officer, Deputy CEO, Deputy Registrar (Cooperatives), Assistant Director CA&PD, Tehsildar Bandipora, BDO Sumbal, Assistant Controller Legal Meteorology, and BDO Bandipora.
In addition to the district officials two young IITians are also working with this educational initiative in Bandipora. Vibhav Jindal, who completed his B Tech from IIT Kanpur and is working on PM's Rural Development Fellowship programme, is based in Bandipora for almost one year. Sadashiv N is also a fellow of PM's Rural Development Programme and works with the team.
Meanwhile, residents of Bandipora are appreciating the efforts of district administration for ensuring accountability of government schoolteachers.
"Government school teachers get hefty salaries and until recently they were not accountable to anybody. But now they are on their toes as they are being made answerable, and the biggest achievement of this initiative is that Education Minister and DC are themselves monitoring all the activities taken under the New Leaf Initiative," said Mir Mushtaq Ahmad, chairman of Al-Fallah Trust, a civil society group based in Bandipora.
