Quality assurance of University of Kashmir at stake
Three posts lying vacant at DIQA for two years

SRINAGAR, Apr 19: With three posts of Assistant Director vacant at the Directorate of Internal Quality Assurance (DIQA) over the past couple of years, the efficacy and functioning of the University of Kashmir is under a scanner with eye-brows being raised at various quarters.
Sources told Early Times that the three posts were advertised by University authorities three times with the eligibility criteria being changed on every occasion. The eligibility criteria were changed time and again so that the blue-eyed candidates can apply for the posts and then get selected. It is due to this reason that the selection process has run into a controversy.
"More than 200 candidates applied for the posts in 2013. It took the authorities two years to conduct the screening test on April 3 this year. More than 160 candidates appeared in the screening paper. The paper was aptitude and general knowledge based and lengthy as well," said the sources. They said that it was not possible for the candidates to attempt all 100 questions within prescribed time.
The merit list published on the University website turned out to be a real shocker with the first two merit holders being separated by 30 marks. While as the topper, a research scholar of Biotechnology department got 83 marks the candidate who stood second managing to get 53 marks.
"The topper is close to the Vice Chancellor of the University, Khurshid Iqbal Andrabi and one cannot rule out the foul play in this whole matter. The huge difference between the first two merit holders has raised eye-brows not only among the candidates but also among the teaching faculty of the University. As such the whole selection process has run into rough weather," said sources.
Sources alleged that the paper was leaked by the Deputy Registrar, Recruitment to please the Vice-Chancellor so that his 'blue eyed' candidate figures in the final selection list. Although the merit list of candidates who had appeared for the written test has been declared, the left out candidates have raised questions on the entire process and termed it dubious.
"Some of the aspirants have even decided to knock the doors of the court against what they called the gross violation of the eligibility criteria. The aspirants have said that many candidates including the one who had topped the written test did not fulfill the eligibility criteria. They alleged that the name of the particular person was put in the list at the behest of some top officials," said sources.
Sources said that following the controversy the Financial Adviser has refused to conduct the interview for these posts. The aspirants are also contemplating to approach the Chancellor and Pro-Chancellor so that the selection is done in a fair manner without any favour. They have also demanded for a probe in the whole process. Of late, the Vice Chancellor has quashed the merit list and the scheduled interview for the posts has been cancelled.
