Early Times Report

Jammu, Apr 20: Opposing strongly the move of Jammu and Kashmir Government to formulate new recruitment policy, the Jammu Kashmir Tribal United Forum, (TUF) -an organization of Gujjars today threatened to launch mass agitation over any such move of the Govt, which would badly affect the reservation to Scheduled Castes and Scheduled Tribes. According to press release, in this connection, an urgent meeting of TUF was held here today under the chairmanship of President Roshan Din Choudhary in which the leaders of Forum have pledged that they will not tolerate the betrayal of their communities. Roshan Din Choudhary while speaking on the occasion said that before bringing any policy for making recruitment, the Govt, must take into account the current poor status of implementation of reservation for STs/SCs and instead of launching a special recruitment drive to clear the backlog, the current Govt, is also respecting the anti-reservation policy of previous Govt. He further urged the Community ministers and legislators to come up to the expectations of their communities. Dr. Zabeer Ahmed Bajjar, General Secretary of TUF said that the community has already faced a loss of more than 29000 posts to Schedule Tribe against a total of 290000 appointments viz., 65000 Rehbr-E-Taleem, 70,000 Angawadi workers and helpers, 20000 on spot recruited in JK Police, 35000 SPOs, 50000 daily wagers in PDD, 30000 in PHE, 20000 appointed on adhoc, contractual and stop gap arrangement, done by the earlier Govt, where no reservation was given to Scheduled Tribes and Scheduled Castes. He also expressed his concern that earlier Govt, had avoided the STs/SCs reservation in these temporary appointment by passing a bill for regularization of the contractual employees and the present Govt, is doubling its effect by implementing new recruitment policy under which all the recruitments at every level would be on contractual basis. The leaders of TUF have fervently appealed the State Govt, to immediately withdraw the proposal of formulating new Recruitment Policy as this would be anti-reservation and will deny the constitutional guaranteed recruitment rights of all reserve categories including STs.
