Incessant rains lead to flood like situation in Kashmir, administration on alert

SRINAGAR, Apr 20: Panic gripped the people of Srinagar city and other parts of Kashmir valley today with incessant rains leading to a flood like situation. The river Jhelum has almost reached the alarm level both in Srinagar and Anantnag with rains for few more hours likely to compound the problems of people.
Deputy Commissioner Srinagar, Dr. Farooq Ahmad Lone has asked the people living close to Jhelum to remain vigilant and if possible move to safer places up to the time the water level recedes. Irrigation and Flood Control officials have been asked to report to duties at the earliest so that the situation does not turn ugly.
When reports last came in water level at Sangam and Ram Munshi Bagh was about to touch 21 and 18 feet, the flood declaration level fixed by the department at the gauge site. The water level at Asham in North Kashmir's Bandipora district is also all set to touch the alarm level.
The rains which have been recorded since yesterday afternoon turned ferocious during the preceding night. Almost all the areas of the Kashmir valley received moderate to heavy rains during the past 24 hours thereby leading to fear among people that flood would re-visit them at any time.
"After the September 2014 flood whenever there is rain people feel anxious and believe that flood is round the corner. Last year's flood has led to fear psychosis among the common masses and they are yet to come out of the shock. Let us hope that this time around there is no flood and the situation would turn normal soon," said Zahoor Ahmad, a resident of Jawahar Nagar.
It has been learnt that some of the shopkeepers in the Lal Chowk area of the summer capital shifted their stock during the night. The shopkeepers of this area are worried over their stock since they suffered huge losses during the last year's flood. The shopkeepers had shifted their stock during the spell of rain that lashed Kashmir valley in the last week of March this year.
"Lal Chowk and the adjacent areas are facing problem of water logging for years now and there is no solution in sight. As soon as there is rainfall the whole area gets clogged and at times the water enters the shops. The state government should formulate a comprehensive plan so that effective drainage system is put in place," said Bashir Ahmad, a shopkeeper on Exchange Road here.
Meanwhile, an official spokesman said that Divisional Commissioner, Kashmir, Gazzanfar Hussain convened a high level meeting here to assess the situation. The meeting was attended by Deputy Commissioner Srinagar, Director Fire and Emergency Services, Chief Engineers UEED, PDD, PHE, Commissioner SMC, SSP Srinagar besides other concerned senior officers.
"The Divisional Commissioner directed the concerned authorities to ensure dewatering of all low lying inundated areas besides preparing a comprehensive project report for preventing water logging in these areas in future. He asked the PHE and PDD authorities to ensure uninterrupted water and power supply to the consumers," said the official spokesman.
The official spokesman while quoting the Divisional Commissioner Kashmir said that medium danger of avalanche warning exists for next 24 hours from April 20 to April 21, 2015 in avalanche prone areas of Kargil district.
"The Deputy Commissioner Kargil district is asked to advise people not to venture out in avalanche prone areas. People of these areas are also advised to temporarily evacuate those locations which are under fall line of avalanches," said the official spokesman.
