Uncertainty grips babus in Civil Secretariat

Jammu, Apr 20: Public fury over administrative paralysis since the PDP-BJP coalition government took over in the state on March 1 is growing by the day.
It is amusing to see the government at various layers running in parallels and powers centers shifting from one chamber to another in the Civil Secretariat.
There is disillusionment among the people in general and the workers of PDP in particular who allege that the functioning of the government is decimal and there is a virtual breakdown in the Secretariat.
Every second PDP worker would complain of lack of coordination between the minister and his department. The PDP workers say that most of the administrative secretaries are feeling insecure, even though they have complete faith in Chief Minister Mufti Mohammad Sayeed.
"Senior bureaucrats have full faith in Mufti Sahib but at the same time they have, of late, inculcated a sense of insecurity because of certain factors" said a senior PDP leader, wishing anonymity.
He said that there is a fear among the bureaucrats because they think Chief Minister is not monitoring the functioning of the department directly but through his close aides.
He said that delivery system has collapsed and problems aggravate with each passing day. "The sense of belonging is missing in the administration and uncertainty is looming large among the civil servants," the leader said.
Another senior PDP leader said that the party president Mehbooba Mufti's intervention is solicited as she alone can take the ministers to task and act as a bridge between the ministers and the bureaucrats.
He said the novel but unsolicited style of working of some ministers has resulted in complete mess and the system is likely to collapse.
He said that Chief Minister has empowered some ministers who are hoodwinking him and giving him wrong information, rather advice, about the administrative matters.
"These ministers have their personal likings and disliking and they are hoodwinking Mufti Sahib who wanted to give a good governance to the people of this state.
"Mehbooba alone can help in restoring the faith of people in the system headed by Mufti," said the leader.
He said the lack of coordination has resulted in breakdown of the system. Work on developmental projects has come to a grinding halt not by the non-availability of funds but because of the fear psychosis among the engineering community.
