Cong opposes J-K govt's new contractual recruitment policy

Jammu Apr 20: Congress today opposed the draft Jammu and Kashmir Special Recruitment Ordinance-2015, saying instead the government should strengthen the recruitment agencies.
Opposing the Ordinance, Congress Legislature Party Leader Rigzin Jora said "the previous government too had gone in for this kind of an experiment only to withdraw later after facing opposition from the educated unemployed youth of the state".
Jora said "short term solution for political expediency is no solution. Government must instead focus on strengthening the recruitment agencies".
In a significant decision, the state government here has formulated a new recruitment policy to make appointment against gazetted and non-gazetted vacancies on contractual basis.
The government said that to facilitate operationalisation of the new recruitment policy at the earliest, Jammu and Kashmir Special Recruitment Ordinance-2015 was approved by the Cabinet which would now be submitted to the governor for issuing the ordinance.
"It is very unfortunate to see the Public Service Commission completely paralysed due to litigation. This ordnance will come as a rude shock to the increasing number of educated unemployed who were given hope and promise both by the Chief Minister Mufti Sayeed and Prime Minister Narendra Modi", he said.
"The recruitment at the district level would have been welcomed had it been proposed for regular recruitment and not contractual. This is possible, if the recruitment is carried out under the aegis of the respective recruitment agency, with the Deputy Commissioners of all the district co-opted as members of the two recruiting agencies," Jora said.
